About this opportunity

The County of Orange, OC Public Works, is requesting competitive bids for temporary heating, ventilating, and air-conditioning rental services with electronic bids due October 1, 2026 at 2:00 PM through the County's online procurement portal. Bidders must hold a valid California C-10 Electrical Contractor License at bid submission and maintain it throughout the contract term — the gating certification requirement.

The scope encompasses air-cooled and water-cooled chillers, cooling towers, heat exchangers, air handlers, package units, and spot coolers for County facilities throughout Orange County on both planned and on-call bases. The IFB includes 119 line items for equipment with weekly, monthly, and emergency delivery, setup, teardown, and removal pricing categories, plus 45 line items for 200-hour preventative maintenance on generators. The contractor must maintain 24/7 emergency contact capability with one-hour dispatch response and employ a minimum of 2–3 probation-cleared personnel. Work must comply with the National Electric Code, Uniform Building Code, local codes, and CAL-OSHA regulations. Journeyman electricians must have a minimum of 6,000 hours of direct HVAC experience. Personnel entering secured facilities, including probation facilities, must pass background clearance checks with a minimum two-week clearance period.

The initial contract term is three calendar years effective December 14, 2026, with no automatic renewal. The County reserves the right to make single or multiple awards to ensure continuity of supply. Pricing must be submitted as firm, fixed rates for the entire term with no allowable profit increases; all price decreases automatically extend to the County. Bids remain valid for 120 days following closing.

General liability insurance of $1 million per occurrence and $2 million aggregate, automobile liability of $1 million, statutory workers' compensation coverage, and employers liability of $1 million per accident are required. Performance and payment bonds of at least $60,000 up to the full contract amount are required for awards exceeding $25,000. All rental rates must comply with prevailing wage requirements and include direct and indirect labor, equipment, tools, overhead, depreciation, and profit. The County supplies generator fuel. One-year warranties on all materials and labor following installation or repair are required. The lowest responsive, responsible bidder will be recommended for award.
