About this opportunity
The City of Santa Monica is requesting proposals for integrated software and hardware technology solutions to implement smart curb management systems, with proposals due July 1, 2026 at 3:00 p.m. and questions due June 3, 2026. The contract term is two years with three optional one-year renewal periods at the City's discretion.
No set-asides or local preferences apply; however, contractors must hold Living Wage Ordinance certification for contracts exceeding $54,200 and complete the City's Vendor Information Security Assessment (VISA) questionnaire demonstrating compliance with ISO 27001/2 standards. Vendors must demonstrate a minimum of three years' experience providing smart curb management technology solutions.
The scope encompasses hardware (smart outdoor sensors, cameras, network components, and mounting infrastructure), software platforms (web-based analytics, reporting, APIs for real-time and historical data access, predictive modeling, and enforcement capabilities), and implementation services including phased deployment beginning with a pilot in designated Downtown Santa Monica corridors (2nd Street and 4th Street). The system must integrate with the City's existing infrastructure including Tyler Munis, ServiceNow (via Integration Hub), Laserfiche, CKAN, Tableau, OKTA, ESRI ArcGIS, and ALPR; support payment processing with PCI DSS 4.0 compliance; and publish public-facing data to the Open Data Portal and Tableau Public. The vendor must commit to 99.95% system uptime with 24/7/365 support and provide comprehensive training and documentation.
Proposals must include detailed pricing under two models: outright hardware purchase and hardware lease or pay-as-you-go, with five-year and ten-year total cost of ownership analyses. Evaluation allocates 100 points across conformance to RFP requirements (10 points), financial viability and pricing (15 points), references (5 points), ability to deliver solutions (20 points), depth and breadth of solutions (20 points), scalability and phased project management (15 points), and value-added attributes (15 points). The City will conduct a two-phase evaluation, short-listing three proposals for on-site interviews and demonstrations. Vendors must maintain Commercial General Liability of $1 million per occurrence, Workers' Compensation at statutory limits, and Technology Professional Errors and Omissions/Cyber Liability of $2 million per occurrence or $2 million annual aggregate.
