About this file
This is a Technology/Architecture Questionnaire issued by the City of Santa Monica, California, in support of a Smart Curb Management technology solutions procurement. The questionnaire establishes evaluation criteria and submission requirements for vendors responding to the City's request for proposals addressing curb management through emerging technologies. The document does not specify a response deadline, bidder's conference date, site visit requirements, or contract award timeline within its content; these details would be contained in the primary procurement solicitation document.
The questionnaire comprises eight technical evaluation categories requiring vendors to provide comprehensive documentation: Architecture Review (component modules, relationship and interaction diagrams, and conceptual architecture); Technology Review (programming languages, database environments, cloud provider selection, code promotion procedures); User Experience (URLs, applications, user personas, front-end technologies and frameworks); Integrations Review (data migration strategy, out-of-the-box integrations with systems including Tyler Munis, ServiceNow, Laserfiche, DocuSign, ESRI GIS, and SharePoint, custom integration procedures, and API capabilities); Configuration and Customizations (customization handling, upgrade frequency and version support, compatibility requirements); User and Access Management Review (authentication and authorization options including integration with Active Directory and granular access controls); Maintenance and Support (enhancement request processes, issue handling procedures with SLAs, training pathways, monitoring options, and business continuity/disaster recovery plans); and Reporting and Business Analytics (operational reports, KPI creation capabilities, and Tableau integration for historical reporting). The questionnaire does not address pricing, set-asides, incumbents, contract term, or renewal options.
