About this file
This is a Vendor Questionnaire for the City of Santa Monica's Smart Curb Management technology solution procurement. The City seeks a qualified vendor to provide comprehensive hardware, software, and implementation services to establish a data-driven curb management system. The solution must include smart outdoor sensors and cameras capable of detecting pedestrian, bicycle, and vehicle movement; physical infrastructure and mounting structures; network components and connectivity platforms; and digitization of inventory and regulations to create digital curbs. The system must provide APIs for real-time and historical data monitoring, performance reporting, curb availability tracking, and predictive modeling. Implementation must follow a phased approach beginning with a pilot program in designated Downtown Santa Monica corridors (2nd Street and 4th Street) with expansion contingent upon system viability demonstration. The vendor must commit to 24/7/365 support with 99.95% system uptime, provide comprehensive training and documentation at implementation and 10-12 weeks post-installation, and maintain monthly production schedules detailing system enhancements and development activities.
The questionnaire requires vendors to demonstrate capabilities across fifteen major functional categories including hardware provision, software implementation, data collection and sensing, analytics and reporting, enforcement capabilities, customer-facing applications, and scalability features. The system must comply with the Curb Data Specification, integrate with existing City systems including ALPR, ESRI ArcGIS, and various transit data standards, and support payment processing through multiple channels including mobile applications and payment terminals with PCI DSS 4.0 compliance. All equipment must be new, current-model items delivered fully operational with warranties meeting or exceeding industry standards. The vendor must provide public communication and marketing support, change management assistance for policy implementation, and organizational adoption support. Hardware becomes City property upon contract conclusion unless a hardware-as-a-service lease arrangement is negotiated, and the contractor bears responsibility for comprehensive financial management aligned with City requirements.
