About this opportunity

NEORide, a Regional Council of Governments representing over 40 regional transit agencies across 12 states, is seeking proposals for a Technology Consultant for Public Transit through a competitive Request for Proposal process with a deadline of May 8, 2026, at 12:00 a.m. EST. The primary procurement is for one prime contractor to provide technical support for an Advanced Transportation Technologies and Innovative Mobility Deployment (ATTAIN) grant project running from March 12, 2026, through November 17, 2029, and up to two additional contractors for general information technology consulting specific to public transit. The ATTAIN grant project involves designing and deploying EZData, a vendor-agnostic cloud-based data exchange system for small urban and rural transit agencies in Ohio and Indiana, with key deliverables including concept of operations development, detailed system design, cloud infrastructure implementation using Amazon Web Services, Extract-Transform-Load routine development, business intelligence and analytics platforms, helpdesk support systems, and final reporting. General information technology services must encompass cybersecurity guidance, data analytics ecosystem development, artificial intelligence implementation support, technology strategy execution, Salesforce support, and vendor contract review. The contract term is two years commencing in 2026 with up to three renewal options available for a maximum total duration of 60 months. Proposers must submit fully burdened hourly rates for labor resources across multiple categories including Project Management, Architecture, Development, Data Services, Quality Assurance & Testing, Security, Infrastructure, and Support functions, organized by experience level. Questions must be submitted by April 10, 2026, with responses due April 24, 2026. Evaluation criteria include hourly price (15 percent weight), project understanding and competency regarding the ATTAIN grant (22.7 percent), competency in general information technology services (22.7 percent), experience and project quality demonstrated through three specific transit technology projects (18.2 percent), and technical capacity including team composition and availability (22.7 percent).

The procurement is available for free and full open competition as required by Ohio law and federal regulations, with disadvantaged business enterprises afforded full opportunity to submit proposals without discrimination based on race, color, sex, or national origin. All interested contractors must register as detailed in the solicitation and submit proposals electronically via the Portal's Question and Answer tab. The resulting contract will be structured as a Master Service Agreement with NEORide with an initial term of three years and up to two additional one-year renewal options for a maximum duration of five years; individual NEORide partner agencies will execute separate Participation Agreements to utilize selected services at the negotiated prices. Contractors must maintain comprehensive insurance coverage including Workers' Compensation with employer's liability limits of $1,000,000, Commercial General Liability of $1,000,000 per occurrence and in the aggregate, Commercial Auto Liability of $1,000,000 combined single limit, and Third Party Crime Coverage of $1,000,000. The contract is subject to financial assistance from the Federal Highway Administration and Federal Transit Administration with concurrence required from the Ohio Department of Transportation and the United States Department of Transportation. NEORide is exempt from federal and Ohio sales and excise taxes, and contractors are responsible for paying NEORide an administrative fee of 0.75 percent on actual invoiced and paid sales to customers. The total project budget is estimated at $2,000,000, with the ATTAIN grant request of $1,600,000 and non-federal cost share of $400,000 from partner agencies; existing infrastructure includes partnerships with seven initial agencies in Ohio and Indiana (SARTA, WRTA, CARTS, Trumbull County, Butler County RTA, Dayton RTA, and CityBus Lafayette) with expansion planned to approximately 30 agencies across seven states.
