About this file
This is a budget application and proposal document submitted by NEORide to the U.S. Department of Transportation (USDOT) for the Advanced Transportation Technologies and Innovation (ATTAIN) Program in response to Funding Opportunity Number 693JJ324NF00005. The project, titled "EZ Data and NEOTech: A Comprehensive Approach to Managing and Utilizing Multi-Agency/Multi-State Real-Time and Archived Mobility Data Exchange," represents a four-year initiative designed to develop a cloud-based data fusion system serving five transit agencies across Ohio and Indiana, with expansion potential to approximately 30 agencies across seven states. The system will address consolidated trip exchange management for paratransit and demand-responsive transit services, create a centralized operations and revenue data store for fixed-route services, and establish a single source of truth for omnichannel real-time customer information. NEORide will establish a NEOTech department to address ad hoc data needs using the EZ Data infrastructure. The proposal was submitted on February 2, 2024, with supporting letters from partner organizations including Arcadis, DemandTrans Solutions, Avail Technologies, Masabi LLC, The Ohio State University, the Shared-Use Mobility Center, and the Ohio Department of Transportation.
The total project cost is estimated at $2,000,000, with NEORide requesting $1,600,000 in federal assistance and partner agencies committing to a 20 percent non-federal cost share of $400,000 through cash contributions and in-kind support. The budget allocation includes Task 1A Project Management ($50,000), Task 1B Program Reporting ($50,000), Task 2 Planning ($250,000), Task 3 Design ($380,000), Task 4 System Implementation ($550,000), Task 5 Evaluation ($220,000), Task 6 Final Report ($10,000), and direct costs including $30,000 in travel expenses. System implementation is expected to be completed by the end of Year 2 with refinements continuing in Year 3, and final project completion in Year 4. The project utilizes standard data formats to ensure replicability across similar deployments nationwide. NEORide has completed Ohio State Audits for fiscal years 2015-2022 with no findings and holds a DUNS number of 117658003.
