About this file
This is a Technology Services Pricing Template submitted in response to an RFP issued by NEORide, a public transit consortium in Ohio, for a Technology Consultant. The RFP seeks proposals for technology consulting services to support public transit operations, with proposals due electronically by Friday, May 8, 2026 at 12:00 am EST through the portal. The successful proposer must meet all terms and conditions outlined in the RFP and its attachments, and all interested contractors must register as specified. The resulting contract will be structured as a Master Service Agreement with NEORide, which partner agencies may utilize through individual partnership agreements accepting the MSA terms and pricing. Billing may be directed either to individual NEORide agencies or to NEORide itself depending on agreement terms. The contract is available to other NEORide entities throughout the United States, subject to applicable jurisdictional laws and regulations, and is subject to concurrence by both the Ohio Department of Transportation and the United States Department of Transportation.
The pricing template requires vendors to submit fully burdened hourly rates for labor resources across multiple categories including Project Management, Architecture, Development, Data Services, QA & Testing, Security, Infrastructure, and Support functions, organized by experience level and role type. Vendors must complete two labor rate schedules—one specific to the ATTAIN Grant and one for General IT services—entering hourly rates, overtime rates, estimated hours, and total estimated costs for only those positions relevant to their proposed work. The template includes fields for estimated travel costs and allows vendors to add resource types not pre-listed. All hourly rates must be fully burdened to include labor, overhead, and profit. The contract is subject to financial assistance from the United States Department of Transportation and the Ohio Department of Transportation, and all proposers, including disadvantaged business enterprises, will be afforded full opportunity to submit proposals.
