About this opportunity

The City of Detroit Office of Contracting and Procurement, on behalf of the Technology of Innovation department and Fire Department, is issuing a Technology Innovation Challenge (RFP 542905) soliciting proposals for modern safety and response technologies designed to equip firefighters and medics with enhanced capabilities. The procurement seeks innovative solutions that improve situational awareness, reduce roadway risks during emergency response, and shorten time-to-care for residents during emergencies. Respondents must demonstrate at least one year of experience providing the requested services and must submit a working, pilot-ready product rather than concepts or custom development solutions. Proposals will be evaluated on a 100-point scale assessing relevant experience and team capacity (20 points), creativeness and innovative nature of the technology solution (20 points), strength of proposal (20 points), past performance (20 points), and pricing (20 points). Respondents must address technical requirements including data access via direct database or API connections providing JSON, CSV, or XML formats, compliance with HIPAA, PII, PCI-DSS, NIST, and ISO standards, and comprehensive security controls encompassing single sign-on, multi-factor authentication, encryption protocols, role-based access controls, and audit trail capabilities with second-level precision timestamps. The pre-proposal conference is scheduled for Thursday, April 16, 2026 at 11:00 AM EST via Microsoft Teams, written questions must be submitted by Friday, April 17, 2026 at 3:00 PM EST through the Supplier Portal, and proposals are due Tuesday, April 28, 2026 at 3:00 PM EST through the EUNA Bonfire Procurement Supplier Portal at detroit.bonfirehub.com. The contract term will be a minimum of six months with renewal options subject to Detroit City Council approval and the Chief Procurement Officer's signature.

Detroit-based businesses are eligible for equalization credits ranging from one to five additional points based on their certification status as Detroit headquartered, Detroit-based, Detroit resident-owned, small, or micro businesses, with Detroit Headquartered and Detroit Resident Businesses receiving the maximum five percent credit. The lowest equalized bidder shall be awarded the contract provided the award does not exceed twelve percent above the lowest responsible bid submitted or $100,000.00, whichever is less. All respondents must register as City vendors and comply with comprehensive conditions of award including submission of notarized affidavits, Certificates of Insurance meeting specified coverage requirements (general liability of $2,000,000 per occurrence and errors and omissions cyber liability of $1,000,000 per claim/$5,000,000 aggregate), three years of financial statements, Treasury Clearance approval, and System of Awards Management registration. Successful respondents must maintain either ISO 27001 certification or provide a SOC 2 Type 2 Report at contract execution and upon annual request, and the City anticipates one or multiple awards from this solicitation. The total contract value is $50,000.00 per award, with the pilot program not to exceed twelve months in duration and operational implementation required within sixty days of project kickoff. Proposals must remain firm for 180 days from the submission due date, and the City retains all data ownership while contractors must comply with data security and breach notification requirements, including notification within ten days of any data breach.
