About this opportunity

The City of Pittsburgh Office of Management and Budget, on behalf of the Bureau of Fire, is requesting proposals for Firefighter Personal Escape Safety Systems and comprehensive training services under RFP 2026-RFP-228, with proposals due December 1, 2026 at 2:00 p.m. Equipment must be manufactured exclusively by Fire Innovations — a single-source specification that is decision-flipping for vendor eligibility.

The scope encompasses a four-year minimum contract with Year 1 procurement of 75 complete systems plus replacement components, and Years 2–4 each requiring 250 complete systems with ongoing component availability. Equipment includes Fire Innovations CORE EVO NFPA Descent Devices, APEX Personal Escape Rope, TALON R Escape Anchor Hooks, Lakota Belts, and associated components. Training deliverables consist of Train-the-Trainer instruction for 20 instructors, End User training with manufacturer support, and Repair/Component Replacement training for 6 personnel, all delivered on-site in Pittsburgh. All training and equipment support must comply with prevailing wage requirements under Pittsburgh Code Section 161.16(e) and the Pennsylvania Prevailing Wage Act.

Good faith efforts are required to achieve participation goals: Minority-Owned Business Enterprises at 18 percent, Women-Owned Business Enterprises at 7 percent, Veteran-Owned businesses at 5 percent, and LGBTQIA+ businesses at 3 percent. Respondents must complete the MWDBE/Veteran-Owned/LGBTQIA+ Solicitation and Commitment Form with supporting documentation.

Evaluation employs weighted scoring: firm qualifications and experience (15%), project team qualifications (15%), project approach and plan (30%), and cost proposal (40%), with cost as the primary differentiator. Written questions are due November 17, 2026. A non-mandatory pre-proposal meeting was held November 3, 2026. Contract award is anticipated in December 2026. Proposals remain valid for 120 days following submission and become City property.
