About this opportunity

The Illinois Department of Human Services is soliciting bids to install anti-slip walkway pads on all rooftops at its Rushville Transitional Day Facility, 17019 County Farm Road, Rushville, Illinois, with a mandatory pre-bid conference on November 4, 2026 and bids due November 18, 2026. The decision-critical constraint is a self-performance requirement: the prime vendor must perform at least 51% of total contract work with its own organization.

Self-performing labor must be permanent, full-time W-2 employees paid directly by the prime vendor for at least 30 consecutive days before bid submission. Equipment owned or leased by the prime vendor counts toward self-performance, while staff augmentation, 1099 independent contractors, and agency or temporary labor do not qualify. The State verifies compliance through Illinois Department of Labor certified payroll reports and facility visitor logs, and prime vendor employees must carry employer-issued photo identification at all times. Noncompliance at bid submission, or post-award deviation without prior written State approval, constitutes material breach and grounds for immediate termination for cause.

The scope covers approximately 2,000 linear feet of walkway pad: 1,600 feet on existing tan TPO VersiFleece roofing and 400 feet on existing white EPDM roofing. Pads must be Firestone for the Gamma housing unit roof and Versico for all other facility roofs, with no substitutions permitted. Pads must be 34 inches wide, at least 150 mils thick, with a raised diamond plate tread and safety yellow edges where manufacturers offer them. Vendors and subcontractors must be approved installers for both Versico and Firestone products. Work must comply with manufacturer specifications and ASTM standards.

Contractors must pay prevailing wages under the Illinois Prevailing Wage Act and certify compliance by checking "Yes" on the compliance certification, or the bid is non-responsive. Contractors must employ at least 90% Illinois laborers in any month following two consecutive months in which Illinois unemployment exceeded 5% as measured by the U.S. Bureau of Labor Statistics. Exception requests require supporting documentation submitted within the first quarter of the contract term.

The contract term runs from execution through June 30, 2027. Awards of $1,000 or more carry a $15 Minority Contractor Initiative fee deducted from the first payment. Required coverage includes $1,000,000 per occurrence and $2,000,000 annual aggregate general liability, $1,000,000 per occurrence auto liability, and workers' compensation, with the State named as additional insured. The contract may be partially or fully federally funded, which extends record retention to five years. Prospective bidders must contact Erica Holler at 217-322-3204, extension 35043, at least 24 hours before the pre-bid conference to confirm attendance. Attendance is required of an employee of the bidding vendor and, if applicable, an employee of any subcontractor performing on-site work.
