About this opportunity
The Tennessee Public Utility Commission is issuing a Request for Quotation (RFQ) and Invitation to Bid for the Tennessee Disability Assistance Program (TDAP) Wireline Equipment procurement. This solicitation seeks a qualified vendor to supply, configure, and distribute specialized telecommunications equipment to individuals with disabilities throughout Tennessee, including those who are deaf, hard of hearing, blind, low vision, have mobility impairments, speech disabilities, or cognitive disabilities. The procurement encompasses ten line items with quantities ranging from 91 to 106 units per item, including amplified phones, TTY/TTD devices, voice carry-over phones, large-button talking caller ID phones, voice-amplified phones, electrolarynx devices, hands-free speaker phones, emergency phones, picture phones, and memory dial phones. The selected vendor must provide individualized setup and configuration services, maintain an inventory management system, ensure direct delivery to consumer residences, provide technical support via toll-free telephone from 8:00 a.m. to 5:00 p.m. central time during normal business hours, and deliver all equipment to the Tennessee Public Utility Commission at 502 Deaderick Street, 4th Floor, Nashville, Tennessee 37243 by March 18, 2026. The vendor must also provide warranty and repair services honoring manufacturer warranties with a minimum three-year warranty covering defects in materials and workmanship, with the vendor responsible for all shipping costs associated with repairs and exchanges. The bidding period runs from February 24, 2026 at 10:48 a.m. CST through March 20, 2026 at 2:30 p.m. CDT, with written questions and comments due by March 11, 2026, and bids must be submitted electronically through the State's EDISON Supplier Portal. The contract will be awarded as a single award for all line items to the lowest-cost responsive respondent meeting all specifications and requirements.
All bidders must be registered with the Tennessee Department of Revenue for sales and use tax collection or provide evidence of exemption status, registered with the State of Tennessee Supplier Portal, properly licensed as a contractor, and compliant with federal and state requirements including FFATA reporting, debarment and suspension certifications, Iran Divestment Act compliance under Tennessee Code Annotated 12-12-111, and prohibitions on illegal immigrant employment. Bidders must submit unit pricing in U.S. dollars for each of the ten line items with all prices including F.O.B. destination delivery and excluding Tennessee state and federal excise taxes, and all bids must be in English. The contract will be effective March 20, 2026, with an initial term of 36 months and an optional extension of an additional 180 days at the State's sole discretion, with a maximum total contract term not to exceed 60 months. The vendor must maintain a fixed discount or surcharge percentage for the entire contract term, with compensation being firm-fixed based on awarded prices and invoices due within 30 days of delivery or service completion. No specific award value or budget range is indicated in the solicitation documents; rather, the State does not guarantee a minimum purchase quantity and will only pay for goods or services provided after a purchase order is issued. The procurement contact is Stephen Seibert, reachable at 615-253-2187 or stephen.seibert@tn.gov, and the State reserves the right to cancel the ITB, reject any or all responses, or terminate the contract for convenience or cause.
