About this opportunity
The Town of Little Compton, Rhode Island, is soliciting bids for the Taylor's Lane Green Stormwater Infrastructure Retrofits Project, a comprehensive environmental construction initiative funded by the U.S. Environmental Protection Agency and Rhode Island Infrastructure Bank. The project involves constructing drainage and parking renovations, including new permeable parking, driveway, and walkway surfaces, along with beach access improvements at the west end of Taylor's Lane. Key deliverables include site demolition, erosion control measures, site restoration, stabilization, and native planting improvements, with a focus on sustainable stormwater management and environmental restoration. Bidders must provide detailed unit pricing for various construction and landscaping activities, demonstrating expertise in green infrastructure and coastal ecosystem management. The procurement timeline includes a non-mandatory pre-bid conference on September 3, 2025, at 2:00 PM, with sealed bids due by 2:00 PM on September 12, 2025, to the Town Clerk's Office. Evaluation criteria will consider factors such as years in business, insurance coverages, project completion history, references, pricing, and availability. The project is scheduled to commence in early October 2025, with a firm completion date of November 21, 2025, and includes a liquidated damages provision of $250 per day for delays beyond the completion date.
The contract includes specific requirements for Minority/Women-owned Business Enterprises (MBE/WBE), mandating a minimum 15% award to such businesses for subcontractor work and/or materials procurement. Bidders must provide performance and payment bonds for 100% of the contract value, submit certified weekly payroll forms, and comply with prevailing wage requirements. The project includes a one-year warranty on plant materials and a two-year warranty on construction items, with the contractor responsible for site maintenance and cleanup. Bidders must maintain comprehensive insurance coverage and adhere to local, state, and federal regulations. While no specific incumbent vendors are mentioned, the Town of Little Compton emphasizes equal opportunity employment and non-discrimination. Though a precise budget is not explicitly stated, the comprehensive nature of the project, including extensive infrastructure retrofits, native plantings, and environmental management, suggests a significant investment in green infrastructure. The bid form allows for a base bid and an alternate bid option, providing flexibility in project scope and potential budget adjustments.
