About this opportunity
Pinal County, Arizona is seeking a qualified supplier to provide professional online auction services for the sale of delinquent tax liens through Request for Quotation (RFQ) #261130. The solicitation aims to contract with a vendor capable of conducting an annual February tax lien auction and facilitating year-round sales through an entirely online platform. Successful bidders will pay delinquent taxes and offer the lowest interest rate (not exceeding 16% per year), with the auction continuing until the Treasurer is satisfied with sale outcomes. The selected contractor must manage the entire auction process at no cost to the county, including bidder registration, confidential bid management, and electronic payment collection. Proposals will be evaluated based on responsiveness, responsibility, and overall best value, with key requirements including technological compatibility with the Treasurer's Receipting and Online Collection System (TROCS), daily bidder feeds, parcel updates, and mapping capabilities.
The county encourages minority contractor participation and is open to DBE/MBE/WBE involvement. The solicitation does not guarantee a specific spending amount and will use the contract on an as-needed basis. The initial contract term is one year, with potential for up to four additional one-year renewals, commencing on January 10, 2026. Vendors must submit proposals electronically through the Pinal County Bonfire portal by November 27, 2025, at 2:00 PM MST, with a maximum file upload size of 1000MB. The contract requires comprehensive insurance coverages, including commercial general liability, automobile liability, workers' compensation, professional errors and omissions, and technology/cyber liability. While no specific budget range is explicitly stated, the pricing structure allows vendors to propose either a flat rate per parcel (Option A) or a percentage of sale amount per parcel (Option B). Financial stability will be a key consideration, and the County may request financial documentation to substantiate a contractor's capability.
