About this file
This document is a Scope of Work (SOW) for Tax Lien Internet Auction Services for the Pinal County Treasurer's Office in Arizona. The solicitation seeks a qualified contractor to provide an online platform and auction services for delinquent tax liens, with an annual auction in February and the capability for year-round sales. The auction will be conducted entirely online, with bids accepted for tax liens where successful bidders pay delinquent taxes and offer the lowest interest rate (not exceeding 16% per year). The auction process will continue until the Treasurer is satisfied that no further sales will occur, with unsold liens potentially sold throughout the year.
The contractor will be responsible for managing the entire auction process at no cost to the county, including bidder registration, confidential bid management, and electronic payment collection. The platform must be technologically compatible with the Treasurer's Receipting and Online Collection System (TROCS) and provide daily bidder feeds, parcel updates, and mapping capabilities. Payment terms require the contractor to collect funds from successful bidders daily and transfer them to the Treasurer's account by 5:00 pm Arizona time the next business day. The contractor must also provide quarterly usage reports and comprehensive support services before, during, and after the auction, ensuring compliance with Arizona Revised Statutes governing tax lien sales.
