About this opportunity
The Maryland Department of Transportation State Highway Administration Easton Shop is requesting bids for on-call towing services in Talbot County across three duty categories (light, medium, and heavy) with questions due January 5, 2026, at 1:00 PM and bids due January 6, 2026, at 1:00 PM via eMMA. No set-asides or preferences apply; MBE/DBE and VSBE participation goals are zero percent. Subcontracting is prohibited—the selected contractor must own all tow trucks registered to its company name.
The scope comprises towing services for vehicles categorized by Gross Vehicle Weight Rating: light duty (up to 14,000 GVWR), medium duty (14,001–26,000 GVWR), and heavy duty (over 26,000 GVWR). Pricing is structured as six hourly line items: three towing categories with separate normal rates (Monday–Friday, 6:30 AM–3:00 PM) and overtime/emergency rates (all other times and during snow storms, hurricanes, or declared major weather events). No flat fees, show-up fees, minimums, mileage charges, or fuel surcharges are permitted; all costs must be incorporated into the six hourly rates submitted. The contract is fixed price and extends until June 30, 2027.
Minimum qualifications include three years of documented towing services experience (references from the past five years), current Maryland Insurance Administration certification, and proof of company ownership and registration of tow trucks. Required insurance is Commercial General Liability of $1 million combined single limit per occurrence and $3 million annual aggregate, plus Workers' Compensation of $1 million per occurrence. The State must be listed as an additional insured on all policies except Workers' Compensation.
Bids are evaluated and awarded on lowest total bid price from a responsive and responsible vendor. Award is contingent on submission of current insurance certificates within five business days of notice of recommended award and final contract execution. Bids remain irrevocable for 120 days following bid opening. No pre-bid conference is scheduled; site visits to the Easton Shop maintenance facility may be arranged upon request. Public bid opening occurs January 6, 2026, at 1:00 PM via Microsoft Teams. Bidders must register on eMMA prior to submission.
