About this opportunity
The Colorado Department of Corrections is requesting quotes for 3,096,000 tab envelopes for the Colorado Correctional Industries Tag Plant in Canon City, with quotes due June 8, 2026 at 2:00 p.m. Mountain Time and mandatory product samples due June 1, 2026 (end of business day).
Envelopes must meet detailed specifications: 4" × 8" with open side, side seam, 3/8" × 2" notch back, 1 1/8" pictorial flap with slit 2" from left, manufactured from 24# white woven material, poly film configurations, inside pockets, and latex glue application. Five sample envelopes must be submitted at vendor expense to Lucas Crocker at 275 West Highway 50, Canon City, Colorado 81212. All pricing must be all-inclusive with shipping costs incorporated; no additional charges are permitted. Envelopes must be produced in the United States, packaged at 500 per box with chipboard dividers every 100 envelopes, and 8 boxes per case carton. The first shipment requires 1,800 extra envelope boxes and lids plus 250 additional case cartons.
The initial contract term runs July 1, 2026 through June 30, 2027, with optional renewal for up to two additional one-year periods (maximum three years total), subject to CDOC discretion and fund availability. Pricing must remain firm during the initial term. CDOC may approve annual price increases not exceeding 2.5% for optional renewal periods upon mutual agreement. Award will be made to the responsible bidder whose acceptable quote is most advantageous to CDOC, with price as the primary consideration and sample quality and lead time for delivery as secondary factors.
Deliveries must be scheduled in advance and received Monday through Thursday between 7:00 a.m. and 2:00 p.m. Vendors must provide three calendar days' written notice if unable to meet delivery schedules; failure to deliver on three separate occasions may result in three-year or indefinite disqualification from future solicitations. Bidders must register with BidNet Direct, obtain Colorado Secretary of State good-standing certification, provide certificates of insurance, and complete conflict-of-interest, accessibility, and background-check consent forms. Notice of intent to award is estimated June 3, 2026, with purchase order execution anticipated July 1, 2026.
