About this opportunity
The New Jersey State Parole Board, through the Department of the Treasury Division of Purchase and Property, is soliciting supplemental contracts for residential re-entry programming and services across five programs (STEPS, RESTORE, RESTORE Symptomatic Support Unit, PROMISE, and PATH) in Northern, Central, and Southern regions, with quotes due November 18, 2026 at 2:00 p.m. through NJSTART. The State intends to award up to two additional contracts per region for programs with prior awards under solicitation 25DPP01058, and up to three contracts per region for programs without prior awards.
Bidders must submit firm-fixed per diem pricing per supervised offender for each program and region, with estimated total bed quantities of 200 for STEPS, 250 for RESTORE, 20 for RESTORE Symptomatic Support Unit, 100 for PROMISE, and 100 for PATH across all regions. Litigation support pricing must be submitted as an all-inclusive hourly rate or designated "No Charge." The contract term is four years with annual pricing provided on the state-supplied price sheet, which must be completed without modification or formatting changes. The incumbent contractor, The Kintock Group of NJ, Inc., currently operates 332 beds across STEPS, RESTORE, and PATH in Northern and Southern regions.
Technical submissions must include comprehensive proposals, management plans, mobilization plans within 120 calendar days, organizational experience documentation, detailed resumes for key personnel meeting specified qualifications, and financial capability statements. An optional pre-quote conference is scheduled for October 1, 2026 at 10:00 a.m. via Microsoft Teams. Electronic questions are due October 8, 2026 at 2:00 p.m. All bids require standard state forms, business registration, affirmative action compliance documentation, and completion of the State of New Jersey Security Due Diligence Third-Party Information Security Questionnaire. No blanket set-asides apply; however, set-aside subcontracting requirements apply if bidders intend to use subcontractors. All submissions are subject to New Jersey's Combined Standard Terms and Conditions (Revised June 3, 2025), including prevailing wage requirements where applicable, $1 million Commercial General Liability Insurance minimum, and 60-day prompt payment terms.
