About this file
This is a presentation document from an optional pre-quote conference for the State of New Jersey Procurement Bureau (NJSPB) regarding contract solicitation T2890S for Residential Re-entry Programming and Services. The conference was held to address procedural questions regarding bid submission requirements and provide vendors with an opportunity to network with potential partners, including small, woman-owned, minority-owned, veteran-owned, and disabled veteran-owned businesses. Questions regarding the Scope of Work and required services must be submitted electronically through the Q&A tab in NJSTART by 2:00 p.m. on October 8, 2026, while formal quotes are due by 2:00 p.m. on November 18, 2026. Vendors must submit quotes exclusively through the NJSTART platform and may not email, fax, or hand-deliver submissions.
Bidders must complete all mandatory submission requirements, which include an Ownership Disclosure Form, Subcontractor Utilization Plan, technical quote, Management Overview, Mobilization Plan, Quality Assurance Plan with Emergency Control Plan, Disturbance Control Plan, and Hostage Plan components, and a State-Supplied Price Sheet. Prior to contract award, vendors must provide Affirmative Action Compliance documentation, Business Registration, and disclosure of pending or threatened litigation. The State-Supplied Price Sheet must be completed in its entirety using the provided Excel format without modifications, additions, or formatting changes; failure to fully complete all price lines or alter the format may result in the quote being deemed non-responsive. All mandatory requirements designated as "shall" in the solicitation must be addressed; quotes missing these requirements may be rejected.
