About this opportunity
The State of New Jersey, Department of the Treasury, Division of Purchase and Property, on behalf of the Distribution and Support Services (DSS), is issuing a Request for Proposal (RFP) for a Blanket Purchase Order Contract to provide and deliver Environmentally Preferable Cleaning Products to state agencies and participating local jurisdictions, including Mercer County and Trenton City. The contract will be awarded to responsible vendors whose proposals are most advantageous to the state, with price and other factors considered. The RFP provides detailed specifications for ten price line items including general purpose cleaners, bathroom/toilet bowl cleaners, floor cleaners, strippers and sealers, glass cleaner, and laundry detergent. All products must meet specific dilution ratios, packaging requirements, and be certified by one of five specified environmental and health standards. Proposals are due by May 18, 2017 at 2:00 PM Eastern Time, and the contract term is not specified.
The contract opportunity has small business subcontracting set-aside requirements, with bidders required to make a good faith effort to award at least 25% of the contract value to New Jersey-based small businesses, with a minimum of 5% to each of three revenue categories. Bidders must complete a Subcontractor Utilization Plan form and provide documentation of their efforts to meet these targets. The current incumbent vendors for the existing environmentally preferable cleaning products and laundry detergent contracts are Americhem Enterprises and National Chemical Laboratories. The value or budget range for the new contract is not explicitly stated.
