About this opportunity

The State of New Jersey Department of the Treasury - Division of Purchase and Property is soliciting quotes for a Second Referral Debt Collection contract related to surcharges for the Department of Revenue and Enterprise Services (DORES) and the Motor Vehicle Commission (MVC). The contract is for the recovery of monies owed to the state from individuals who have not paid their NJSVS fees, related costs, and interest. The contract term is for an initial period with options to extend. The selected contractor will be responsible for the transition and mobilization period, production requirements, data processing, interface requirements, and additional plans to be developed during the transition period. Pricing is to be submitted on a state-supplied price sheet, including a firm fixed rate for transition/one-time costs and a contingency fee percentage for secondary surcharge collections. The bid solicitation has a due date of April 17, 2024, and an optional pre-quote conference is scheduled for February 28, 2024.

This contract includes set-aside subcontracting for New Jersey Small Business Enterprises and/or Disabled Veterans' Businesses. The current primary debt collector is permitted to participate, but cannot provide both primary and secondary debt collection services. The contract may have a value range, but this information is not provided in the bid solicitation. The State's Standard Terms and Conditions for contracts and purchase agreements will apply, covering a wide range of requirements for contractors, including business registration, non-discrimination, prevailing wage act, and compliance with state and federal laws.
