About this opportunity
The Maryland Transportation Authority (MDTA) is soliciting proposals under RFP SV-00211711 for out-of-state debt collection services on delinquent toll and violation debts, with a pre-proposal conference on November 10, 2026 at 2:00 p.m., questions due November 16, 2026 at 2:00 p.m., and proposals due December 15, 2026 at 2:00 p.m. The source sets no set-aside, and no minority business enterprise or veteran small business enterprise subcontracting goals are established.
Eligible debt covers delinquent tolls and other amounts owed to the MDTA by owners of vehicles registered outside Maryland, the District of Columbia, U.S. territories, Canadian provinces, and Mexican states. The contractor must provide turn-key, full-service collection for E-ZPass, Pay-By-Plate, and Video Toll accounts, covering backlog debt dating to July 2019 and ongoing collections, with at least 350,000 annual collection accounts anticipated. The contractor is prohibited from initiating legal action; only the Maryland Attorney General's Office may file suit.
Minimum qualifications are three years of similar service experience, a Maryland Department of Labor collection agency license, PCI compliance certification, and demonstrated integration with the Maryland State Treasurer's payment platform (currently Truist/Govolution). Security requirements include NIST cybersecurity framework controls, annual SOC 2 Type II reports, storage and processing of state data within the continental United States, and breach notification within 24 hours under the Data Use Agreement. The awardee must comply with Maryland's Living Wage Requirements as a Tier 1 contract and submit a $500,000 performance bond.
Compensation is a collection agency commission on accounts collected, covering postage, skip tracing, and staffing, with no additional customer fees for payments. Bidders price on a fully-loaded commission rate basis using Attachment B, and quoted rates remain firm for the contract term. The contract is a firm fixed unit price, indefinite quantity award with a three-year base period and one two-year option, and a single award is anticipated. Estimated values for evaluation only, not guaranteed, are $141.15 million in newly placed debt for Contract Years 1–3, $87.03 million in backlog debt, a $500,000 work order allowance, and $132.92 million in newly placed debt for Contract Years 4–5.
