About this opportunity

The City of St. Petersburg, Florida is seeking to procure two Siemens SITRANS flow meter transmitters and compatible coupling accessories for the Southwest Water Reclamation Facility (SWWRF), with proposals due September 1, 2026. One transmitter will monitor a 20-inch influent pipe and one will monitor a 30-inch influent pipe in the headworks. The procurement is structured as a sheltered contract opportunity.

The scope involves replacing obsolete equipment that has exceeded its expected service life. The transmitters will measure raw sewage flow and support improved measurement accuracy, reliability, maintainability, and long-term parts availability. The specification documents reference the Siemens SITRANS FMT020 electromagnetic flow transmitter, which offers high accuracy up to 0.2% of rate, simultaneous measurement of volumetric flow and electrical conductivity, empty pipe monitoring and self-check diagnostics, and multiple fieldbus communication protocols including HART, PROFINET, EtherNet/IP, and MODBUS variants. The FMT020 provides backwards compatibility with legacy sensors up to 15 years old and modular design for exchangeability of transmitter units and communication modules.

The procurement documents include performance and payment bond requirements, a Light Construction Agreement framework, and a Subcontractor Utilization Plan. Site documentation includes photographs of the LS28 Headworks and new influent pipeline installation locations. A Siemens quotation has been prepared for cost reference. The place of performance is the Southwest Water Reclamation Facility in Pinellas County, Florida.

Opportunity text

The City of St. Petersburg is seeking to procure two (2) Siemens SITRANS flow meter transmitters, including compatible coupling accessories, for installation at the Southwest Water Reclamation Facility (SWWRF).

These Flow Meters monitor raw sewage flow in two different headworks influent pipelines, One (1) flow meter for a 20-inch influent pipe and One (1) flow meter for a 30-inch influent pipe, and will replace existing equipment that has become obsolete and has exceeded its expected service life. Upgrading to the current Siemens SITRANS technology will improve measurement accuracy, reliability, maintainability, and long-term parts availability while supporting continued efficient operation of the Southwest Water Reclamation Facility.
