About this file
This is a Subcontractor Utilization Plan document related to the City of St. Petersburg's procurement of two Siemens SITRANS flow meter transmitters and compatible coupling accessories for the Southwest Water Reclamation Facility (SWWRF) in Florida. The project involves replacing obsolete flow monitoring equipment at the facility's headworks, with one flow meter designated for a 20-inch influent pipe and one for a 30-inch influent pipe. The upgrade to current Siemens SITRANS technology is intended to enhance measurement accuracy, reliability, maintainability, and long-term parts availability to support continued efficient operation of the facility. The procurement seeks to modernize the raw sewage flow monitoring systems that have exceeded their expected service life.
The Subcontractor Utilization Plan document outlines the approach for engaging subcontractors in the execution of this equipment procurement and installation project. This plan document establishes the framework and requirements for any subcontractor participation, ensuring compliance with applicable procurement regulations and project specifications for the City of St. Petersburg. The specific pricing terms, subcontracting thresholds, and detailed performance requirements are contained within the plan to govern subcontractor selection and involvement in delivering the flow meter transmitters and associated accessories to the SWWRF.

Form C Subcontractor Utilization Plan Project ID:
Contractor Name:
Subcontractor Utilization Plans require proposers to show intent to use minority, women, veteran, and small businesses in the Tampa Bay Region.
Proposers must describe their efforts in engaging and reducing any barriers to participation by small/veteran/minority/women business enterprises, including outreach, education, mentorship, and process changes designed to increase small/veteran/diverse business participation.
The small/veteran/minority/women business goals set forth herein are voluntary. Proposers will not be considered non-responsive if the Subcontractor Utilization Plan has a zero small/veteran/diverse business participation amount. The City, however, encourages proposers to be proactive in engaging small/veteran/minority/women business enterprise participation. No minimum level of small/veteran/ minority/women business enterprise participation is required as a condition for receiving a Contract award.
