About this opportunity
The City of Amarillo is soliciting proposals on a best value bid basis for Storm Drain Improvements at SW 45th Avenue and S. Lamar Street in Nueces County, Texas, with an estimated project budget of $2,296,560.00. The project scope encompasses approximately 1,360 linear feet of reinforced concrete pipe ranging from 24 inches to 60 inches in diameter, 270 linear feet of 8-foot by 3-foot box culvert, approximately 380 square yards of concrete and stone riprap, 2,000 square yards of roadway restoration and seal coat, excavation, backfill, junction boxes, curb inlets, energy dissipators, and associated appurtenances across approximately four acres bounded by 45th Avenue, Lamar Street, Hardin Drive, and Georgia Street. Bidders must be properly qualified contractors with demonstrated experience in storm sewer construction and complex alignment conditions, documented financial resources, and relevant project experience within the past five years; key personnel qualifications and subcontractor information must be provided with proposals. The evaluation will be scored using a best value matrix allocating 50 points for price, 40 points for bidder qualifications (including character, integrity, quality of previous performance, financial resources, and relevant experience), and 10 points for construction time demonstrating capacity to meet required schedules. A non-mandatory pre-proposal conference will be held on April 22, 2026, at 10:00 a.m. at Amarillo City Hall, Room 1300, with electronic bids due via Euna Procurement by May 7, 2026, at 3:00 p.m., with public opening via teleconference; all bids must remain valid for a minimum of 120 days, and the successful bidder must provide all required bonds, insurance certificates, and signed contracts within ten calendar days of the Notice of Award.
Contractors must comply with prevailing wage requirements under Texas Government Code Chapter 2258, with applicable 2021 City of Amarillo prevailing wage rates binding on all workers; local preference consideration is available to vendors with a principal place of business within Amarillo city limits for contracts under $500,000 if their bid falls within five percent of the lowest non-local bid, though local preference does not apply to construction projects exceeding $100,000. Bidders must not appear on the City of Amarillo's Excluded Parties List, which as of October 3, 2024, includes Cruz Construction Inc. (debarred until tax delinquency is settled) and Jesse's Plumbing (excluded due to employee status); additionally, bidders must comply with federal suspension and debarment certifications, Texas boycott prohibitions related to Iran, Sudan, foreign terrorist organizations, Israel, firearms entities, and energy companies, as applicable based on contract value and company size. Performance bonds and payment bonds equal to 100 percent of the contract price are required for contracts exceeding $50,000, along with a proposal bond equal to five percent of the total bid amount; contractors must also provide commercial general liability insurance with minimum limits of $1,000,000 per occurrence and $2,000,000 aggregate, workers' compensation with waiver of subrogation, automobile liability of $1,000,000, and umbrella liability of not less than $2,000,000, naming the City of Amarillo's Purchasing Department as certificate holder and additional insured. The project is not subject to federal funding, and non-resident bidders must submit bids lower than Texas resident bids based on comparative underbidding requirements applicable in the non-resident's home state; Texas Government Code Section 2252.152 contract provisions regarding Iran, Sudan, and foreign terrorist organization sanctions compliance are mandatory, as are Section 2271.002 provisions prohibiting Israel boycotts and Chapter 2274 provisions addressing firearm and energy company non-discrimination for contracts exceeding $100,000 with companies having ten or more full-time employees.
