About this file
This is a Local Preference Consideration application form issued by the City of Amarillo, Texas, in connection with the SW 45th Avenue and S. Lamar Street Storm Drain Improvements project. The document outlines the City of Amarillo's procedures for evaluating local vendors under Section 271.9051 of the Texas Local Government Code. Vendors with a principal place of business located within Amarillo city limits may qualify for local preference consideration on contracts valued under $500,000, provided their bid falls within five percent of the lowest bid received from a non-local vendor. Local preference does not apply to construction projects exceeding $100,000 or to telecommunications and information technology purchases. The application requires vendors to complete a standardized form that captures business name, physical and mailing addresses, and business type classification.
To qualify for local preference consideration, vendors must submit a completed Local Preference Consideration Application along with written documentation and supporting evidence demonstrating the additional economic development opportunities the City of Amarillo will receive from the contract award. This documentation must specifically identify the number of Amarillo residents the vendor will employ to complete the project and quantify the increased tax revenues that will be generated for the municipality. Vendors must certify under penalty of perjury that all information provided is true and correct and must be prepared to substantiate their claims within ten days of notice from the City. Participation in this preference program is voluntary, and the City welcomes bids from all vendors regardless of location; however, only businesses with a principal place of business within Amarillo city limits are eligible to apply for local preference consideration.
