The scope encompasses site preparation, demolition, grading, utilities installation, and pavement work necessary to construct storm drain improvements including excavation, embedment, backfill, installation of reinforced concrete pipe ranging from 24 inches to 60 inches in diameter, concrete box culverts (8 feet by 3 feet), junction boxes, storm curb inlets, chain link fencing, concrete curb and gutter, driveways, medians, pavement markings, and miscellaneous concrete structures. The project includes 48 distinct pay items with estimated quantities including 2,099 square yards of cut and restore asphalt paving, 374 linear feet of 54-inch reinforced concrete pipe, 271 linear feet of concrete box culvert, and various utility and drainage components. The contract requires a pre-construction conference with the contractor to establish schedules, and the contractor must begin work within ten calendar days of receiving notice to proceed. The project demands compliance with TxDOT specifications, City of Amarillo standards, and all applicable federal and state regulations including OSHA requirements for excavation safety and environmental controls.

Payment terms are structured as a lump sum contract with mobilization limited to no more than 5 percent of the total construction contract amount, with partial payments released upon achieving milestones such as when 1 percent of adjusted construction cost is earned (50 percent of mobilization paid), 5 percent earned (75 percent paid), and 10 percent earned (90 percent paid), with final payment upon project completion. The contractor must provide a performance bond and payment bond within ten calendar days of contract acceptance, along with certificates of insurance. Monthly progress payment requests must include updated project schedules, and the contractor is responsible for all material testing, with failed tests charged to the contractor and deducted from progress payments. The contract includes a five-year warranty on sealant installations and one-year warranties on grout work, and the contractor bears all costs associated with remediation of non-conforming work, including coring and structural analysis if required.
