About this opportunity

Atlanta Beltline, Inc. (ABI), in conjunction with the City of Atlanta and Invest Atlanta, is issuing a Request for Proposals (RFP) to procure consulting services for survey panel recruitment and development. The procurement seeks a qualified partner organization or consultant to recruit and build a representative survey panel of approximately 400 participants that reflects the demographic and geographic diversity of residents across the 46 neighborhoods served by the Atlanta Beltline. The panel will function as a long-term engagement and data collection mechanism to assess community sentiment and the impact of Beltline initiatives, administered on a bi-monthly basis with surveys conducted two to three times annually. Key deliverables include panel design and recruitment strategy development, participant recruitment and enrollment execution, participation confirmation and engagement framework establishment, and pilot survey design and administration. Prospective vendors must submit written questions through the Bonfire Portal by Thursday, February 26, 2026, at 4:00 PM EST, with completed proposals due by Tuesday, March 10, 2026, at 4:00 PM EST. Proposals must not exceed 12 pages and will be evaluated across six criteria: Understanding of Project and Context (10 points), Technical Approach and Methodology (20 points), Participant Engagement Strategy (20 points), Experience and Qualifications (20 points), Budget and Cost Proposal (20 points), and References (10 points). Ideal candidates should demonstrate proven experience designing and managing community-based or longitudinal survey panels in urban contexts, expertise in equitable and inclusive research methods, understanding of sampling methodologies and demographic benchmarking, experience working with public-sector or nonprofit organizations, and capacity to manage data collection and privacy compliance.

The project has an anticipated duration of six months with a budget not to exceed $35,000.00. All work products will become the exclusive property of ABI, and selected consultants must operate as independent contractors while maintaining comprehensive insurance coverage including worker's compensation, general liability insurance with $1,000,000 per occurrence limits and $2,000,000 aggregate limits, automobile liability insurance with $1,000,000 combined single limits, and professional liability insurance with $2,000,000 per claim and $4,000,000 aggregate limits. All submissions are required exclusively through the Bonfire electronic procurement portal, with ex parte communications with ABI staff or evaluation committee members prohibited and subject to disqualification. Payment shall be made within 60 days upon receipt, inspection, and acceptance of work and required documentation, with either party able to terminate the contract with 30 days' written notice.
