The County's Fleet Services Division requires comprehensive auction services for the disposal of surplus vehicles, heavy equipment, transit buses, machinery, shop equipment, office furniture, electronics, spare parts, and related property, with an anticipated scope of approximately two off-site auctions and six online auctions annually plus additional auctions as needed. The selected contractor must provide all labor, materials, equipment, facilities, storage, insurance, and administrative support necessary to intake assets within five business days, catalog and photograph items, maintain secure 24/7 facility storage with 30-day video retention for at least two complete auction cycles simultaneously, market auctions with minimum 30-day advance notice, conduct auctions, process buyer settlements within one business day of auction close, and remit all proceeds to the County within thirty calendar days, supported by detailed Excel audit reports submitted within five business days of auction completion. Eligible contractors must hold an active Florida Auctioneer License, Florida Auction Business License, Florida Department of Revenue Sales Tax Certificate, local business tax receipt, and zoning approval; demonstrate a minimum of three years of government auction experience with three professional references from the preceding five years; and maintain a secure, licensed facility within 20 to 40 miles of Fleet Services headquarters at 1600 Blount Road, Pompano Beach, Florida 33069. Compensation is earned exclusively through buyer's premium commissions calculated as a percentage of gross auction proceeds, with items failing to sell generating no commission; the contractor bears all service costs and receives no payment from the County beyond these commission earnings. Award will be made to the lowest responsive and responsible vendor based on lowest total commission percentage, with the County reserving the right to make multiple awards (primary, secondary, and tertiary contracts) to the first, second, and third lowest vendors if additional service capacity is needed.
This solicitation includes no small business enterprise reserves, prevailing wage requirements, or guaranteed minimum quantities. Certified Small Business Enterprises (SBEs) and County Business Enterprises (CBEs) are eligible for procurement preferences under Broward County Code Section 1-81 et seq.; responsive and responsible bids from certified SBE or CBE vendors within ten percent of the lowest non-certified bid may be offered an opportunity to match the lowest bid and receive award recommendation. Vendors must comply with the County's Domestic Partnership Act Certification, anti-human trafficking affidavit requirements, and Cone of Silence ordinance prohibiting communications with County staff regarding the solicitation outside designated channels; vendors may contact the Purchasing Division, designated Project Managers, or attend the pre-bid conference held March 30, 2026, with attendance including representatives from Royal Auction Group, WM Oda, Sacris Temple Empire, and others. Insurance requirements are substantial, including General Liability ($1,000,000 per occurrence / $2,000,000 aggregate), Auto Liability ($1,000,000 combined limits), Excess Liability ($1,000,000), Cyber Liability ($1,000,000 per claim / $2,000,000 aggregate), and Professional Liability/Errors & Omissions ($1,000,000 per claim), with Broward County named as additional insured and primary coverage with no contribution from the County. Historical auction data from fiscal years 2023 through 2025 demonstrates the County's documented experience with surplus auctions, with total proceeds of $2,900,737.00 across multiple auction events spanning January 2023 through August 2025, establishing the revenue-generating potential and transaction volume expected under this contract.
