About this opportunity
The State of Wisconsin's Consolidated Agency Purchasing Services (CAPS), acting on behalf of the Department of Military Affairs (DMA), is soliciting bids for a lumber supply contract to support Homeland Security training sessions at REACT, Volk Field, Camp Douglas. The procurement seeks dimensional cut, untreated Standard Grade Spruce, Pine, and Fir lumber, specifically No. 2 Nonstress-Graded Lumber (Common), which will be used for training sessions conducted two weeks per month from March through December. Bidders must have been in the lumber business for at least five years and maintain standard business hours. The lumber must be kiln-dried to 19 percent moisture content, free from warping, checking, splitting, or knotholes, and delivered within one week of purchase order receipt. Bid questions were due by June 12, 2017, at 2:00 p.m. CT, with responses posted by June 16, 2017, and final bids due on June 27, 2017, at 2:00 p.m. CT. The initial contract term will run for one year beginning July 1, 2017, with potential renewals for up to four additional one-year periods.
The solicitation includes provisions for Minority Business Enterprises and Disabled Veteran-Owned Businesses, which may receive a permissive 5 percent price preference if certified by the Wisconsin Supplier Diversity Program. Vendors must complete several mandatory forms, including DOA-3477 Vendor Information, DOA-3027 Confidential Proprietary Information, DOA-3478 Vendor Reference, DOA-3333 Vendor Agreement, and provide four or more references from similar installations. While no specific award value is listed, the contract allows for potential purchases across nine lumber line items with varying estimated annual quantities, ranging from 8 units for 6x6-16 lumber to 250 units for 2x6-16 lumber. The State explicitly states there is no guarantee of purchasing any specific quantity or dollar amount, and bids requiring minimum order quantities will be rejected. Pricing will remain firm for the first three months, with subsequent quarterly adjustments based on the Consumer Price Index for wood and lumber, and any manufacturer price decreases must be passed to the agency within 30 days.
