The facility is designed as Type V-B construction with one story and maximum height of 30 feet 1 inch, classified as Occupancy Group A-3 (assembly) with a design occupant load of 330 persons, and includes specialized spaces such as children's areas (2,263 square feet), adult collection areas (1,814 square feet), teen study rooms, community rooms, program rooms, office spaces, and support facilities. The project has received City of Sumner approval through SEPA-2024-0018 and Conditional Use Permit CUP-2024-0007, and must comply with the 2021 International Building Code, 2021 Washington State Energy Code, 2023 National Electrical Code, and all applicable local codes including City of Sumner Fire Department standards and Sumner Municipal Code 15.06. The bid set, issued on June 13, 2025 (with permit revisions through March 25, 2026), includes comprehensive architectural, civil, structural, mechanical, electrical, plumbing, landscape, and fire protection drawings prepared by Johnston Architects LLC with supporting engineering by KPFF Consulting Engineers, Sazan Group, NV5, and other specialized consultants. Key design features include automatic fire sprinkler systems with wet and dry coverage, emergency lighting, four accessible means of egress, six fire extinguishers, electric vehicle charging infrastructure with six charging stations plus six EV-ready and six EV-capable spaces, high-performance HVAC systems with dedicated outdoor air (DOAS), 10 percent reduced lighting power, and a 12-kilowatt photovoltaic array for renewable energy code compliance. The bid was posted on April 13, 2026, with a deadline for proposal submission on May 28, 2026.

The procurement documents do not specify explicit set-aside designations for disadvantaged enterprises, women-owned businesses, or other minority classifications based on the available information provided. The Pierce County Library System is a junior taxing district established in 1946 under Washington State law (chapter 27.12 RCW) that serves approximately 680,000 residents across unincorporated Pierce County and 15 annexed cities and towns including Bonney Lake, Buckley, DuPont, Eatonville, Edgewood, Fife, Gig Harbor, Lakewood, Milton, Orting, South Prairie, Steilacoom, Sumner, University Place, and Wilkeson. No incumbent vendors or current contractors are identified in the provided documentation. The project specifications require integration with specified equipment including one AAON RN020 rooftop heat pump unit, three Oxygen8 H15/H10 energy recovery ventilators, one QMark 3-kW electric unit heater, two electric tankless water heaters, one domestic hot water heat pump system, one 1,000-ampere main switchboard (MDP) with 208Y/120V service, Titus diffuser-grille units, IAC Quiet Duct sound attenuators, UL-listed quick response sprinkler heads, and specialized vapor mitigation systems including 20 mil Drago Wrap soil gas barriers and Radon Away Model RP265 in-line fans. The procurement documents do not disclose a specific contract award value or budget range for this project; however, the scope's complexity and comprehensive nature involving site preparation, construction of a 17,133 square-foot public facility with full building systems integration, and extensive site improvements suggest a substantial capital project investment typical of library construction at this scale.
