About this opportunity
Summit County is requesting proposals for consultant services to conduct a feasibility and alignment study for a roadway connection between Olympic Parkway and Bear Cub Drive in the Snyderville Basin, with proposals due July 1, 2026 at 5:00 p.m. MDT and questions due June 24, 2026.
The scope comprises six tasks: project management, community engagement (one public open house), existing conditions evaluation, traffic analysis of two to three alternatives, screening and comparative evaluation, and final deliverables including an executive summary, final corridor study report, and supporting exhibits. The study must evaluate potential alignments to improve regional connectivity, reduce congestion on the SR-224 corridor (including Ute Boulevard and Olympic Parkway), and provide access to a planned cemetery while assessing impacts on existing and future neighborhoods, the 2034 Olympic Games, and SR-224 access management. Respondents must maintain all applicable federal, state, and local licenses and carry comprehensive insurance including workers' compensation ($500,000 minimum per accident), commercial general liability ($1,000,000 per occurrence / $3,000,000 aggregate), commercial automobile liability ($2,000,000 per occurrence), professional liability ($1,000,000), and errors and omissions coverage ($5,000,000 for technology-related services), with Summit County named as additional insured.
The project budget does not exceed $75,000, with contract term through May 31, 2027 following Notice to Proceed. Proposals will be evaluated on project team qualifications and experience (30% weight), technical approach and work plan (30%), overall budget (20%), and project management strategy (20%). Virtual interviews are scheduled for July 15 or 16 if necessary. Proposals must be submitted in PDF format with a maximum of 16 pages, include at least three client references, and provide detailed cost breakdowns by task. Pricing proposals must remain firm for 120 days following submission. Payment is based on a percentage of work completed monthly upon invoice submission.
