PART 2: SCOPE OF WORK

Conduct a feasibility and alignment study for a new connector road from Olympic Parkway to Bear Cub Drive and evaluate the potential future need for a traffic signal at Bear Cub Drive and SR-224.

Task 1: Project Management This task will include a schedule by outlining specific tasks, deliverables, roles, responsibilities, and timelines to ensure structured project execution.

The Consultant shall conduct a kickoff meeting with Summit County to confirm project objectives, roles, communication protocols, and study expectations. Following the kickoff meeting, the Consultant shall prepare a detailed work plan and project schedule outlining key tasks, milestones, deliverables, and anticipated timelines.

The Consultant shall provide written monthly progress updates to Summit County throughout the duration of the project. In addition, the Consultant shall coordinate as necessary with relevant agencies and stakeholders, including but not limited to Summit County, the Snyderville Basin Cemetery District, Utah Olympic Park (UOP), Basin Recreation, and Utah Department of Transportation (UDOT), to support project development and stakeholder engagement.

Task Deliverables:

• Project Management Workplan

• Kickoff Meeting

• Timeline & Monthly Progress Reports

• Stakeholder Communications Plan

Task 2: Community Engagement The Consultant, in partnership with Summit County, shall hold one public open house.

Task 3: Existing Conditions Evaluation The Consultant shall prepare an existing conditions assessment documenting the current roadway network, traffic operations, and known congestion locations within the study area using available data and planning-level analysis methods. The assessment shall include an evaluation of existing safety conditions and known crash patterns, as well as a review of planned and programmed transportation projects that may influence future corridor operations. The Consultant shall identify key physical and environmental constraints that may affect project feasibility, including topography and slope limitations, drainage considerations, and environmental resources such as wetlands and wildlife habitat. The assessment shall also evaluate property ownership, right-of-way constraints, applicable land use plans, and existing zoning regulations relevant to potential corridor improvements and alignments but is not intended to require detailed environmental investigations, surveying, or engineering analysis.

Task Deliverables:

• Existing Conditions and Constraints Report

• Existing roadway, safety, and congestion exhibits

• Existing physical and environmental constraints exhibits

Task 4: Traffic Analysis The Consultant shall propose 2-3 different alternatives to evaluate. The Consultant shall evaluate the transportation impacts associated with each alignment alternative. The evaluation shall be conducted at a high, planning-level scale and is intended to provide conceptual analysis and planning-level detail.

It shall assess projected changes in traffic volumes, traffic distribution patterns, and level of service impacts to the surrounding transportation network. Attention shall be given to impacts along the Olympic Parkway and SR-224 corridor, local roadway operations, and the potential need for future intersection improvements or traffic control devices, including evaluation of a potential traffic signal at Bear Cub Drive and SR-224.

Task Deliverables:

• Traffic operations analysis memorandum

• Existing and projected traffic volumes to 2034 and 2045

• Intersection and corridor performance analysis

• Preliminary traffic control recommendations

Task 5: Screening and Comparative Evaluation The Consultant shall prepare a comparative evaluation of the alignment alternatives to support stakeholder review and decision-making. Alternatives shall be screened based on transportation benefits, congestion relief, connectivity, environmental considerations, constructability, right-of-way impacts, and estimated planning-level costs. The evaluation shall identify key tradeoffs, advantages, and constraints associated with each alternative.

Based on the screening and comparative evaluation and stakeholder input, the Consultant shall identify a recommended alignment alternative for future advancement. The Consultant shall also identify key next steps necessary to advance the project into future phases, including environmental review requirements, conceptual design progression, permitting considerations, and potential funding opportunities.

Task Deliverables:

• Comparative evaluation matrix

• Planning-level cost estimates

• Constraints and opportunities summary

• Alternative screening and recommended alternative memorandum

• Recommended alignment exhibit

• Implementation and next steps summary

Task 6: Final Deliverables The Consultant shall prepare final study documentation summarizing the analysis, findings, recommendations, and supporting technical materials developed throughout the corridor study process.
