About this opportunity

The Texas Juvenile Justice Department (TJJD) is requesting bids for demolition of an existing office building and construction of a new building pad at Gainesville State Juvenile Correctional Facility, with bids due August 27, 2026 at 1:00 p.m. via email. No third-party firm bids are allowed — this procurement is restricted to direct state or in-house respondents.

The scope includes demolition of an approximately 24-foot by 75-foot office building with concrete footing and stem walls (utilities to be disconnected by facility staff), clearing and hauling all debris, and constructing a new 60-foot by 80-foot building pad with select fill, 3/4-inch base material, water, and compaction to specification, built 10 feet over to specification. Requisition number is REQ0122901-demo-OIG. Site visits are available by appointment only through Chase Beam at chase.beam@tjjd.texas.gov.

Bids must be submitted as a single lump-sum price for the entire job with a specified delivery timeframe in calendar days (default 14 days if not specified). The State will award on a best value basis under Texas Government Code Section 2155.074, considering Texas preference factors under 34 TAC Rule 20.306, including preference for Texas bidders and Texas-produced goods. Bidders must include their Texas Payee Identification Number, Federal Employer Identification Number, or Social Security Number and certify compliance with tax, insurance, equal employment opportunity, and immigration requirements. A liquidated damages clause of 2 percent of total cost per calendar day applies for failure to perform timely. All bids remain firm for 120 days from submission. The successful respondent must provide a certificate of insurance (workers' compensation and commercial general liability) within five business days of award. Payment will be made within 30 days of receipt of services and an undisputed invoice under the Texas Prompt Payment Act. The contract is contingent upon continued appropriation by the Texas Legislature. Questions and answers are available in the supporting documentation.
