The procurement seeks to supply various replacement brooms for street sweepers used by the City's Aviation, Public Works, and Street Transportation Departments, which manage a fleet of approximately 74 sweepers. The solicitation includes seven line items for specific broom types, including 58" and 60" main brooms for Elgin Broom Bear sweepers, gutter brooms for Elgin and Tymco sweepers, and a 96" poly tube broom for Broce Sweepers. Key procurement dates include a non-mandatory pre-offer conference on May 15, 2025, a site visit on May 20, 2025, at the Salt River Service Center, and bid responses due by June 6, 2025, at 2:00 pm. Evaluation criteria will focus on technical capability, demonstrated availability of manpower and equipment, safety record, and contractor performance history, with the City aiming to minimize transportation and handling costs.
The solicitation includes comprehensive non-discrimination and civil rights requirements, particularly for airport-related agreements, which mandate equal employment opportunities and compliance with federal regulations. Contractors must adhere to disadvantaged business enterprise guidelines and provide services on a non-discriminatory basis across race, color, national origin, sex, age, and disability dimensions. The City reserves the right to add, change, or delete quantities as needed and requires bidders to maintain sufficient local inventory to provide daily support for the City's requirements. While specific budget ranges are not explicitly stated, the bid includes estimated annual quantities ranging from 4 to 1,500 units across different broom types. Pricing will be firm and fixed for the initial contract year, with potential annual price adjustments subject to City approval. Contractors must be prepared to deliver 85% of orders within 24 business hours and demonstrate the capability to support the City's extensive street sweeper maintenance needs.
