About this opportunity
The Metropolitan Tulsa Transit Authority (MTTA) is issuing a Request for Proposals (RFP #26-06) for comprehensive strategic planning services through a best value procurement approach. The MTTA, a regional transportation authority serving the Tulsa metropolitan area, seeks an experienced consultant or consulting team to develop a five-year actionable strategic plan that articulates the organization's vision, strategic direction, and methods to achieve its objectives. The consultant must facilitate collaborative input from the MTTA Board, Executive Leadership Team, staff, employees, customers, and external stakeholders, and must possess expertise in strategic planning, organizational strategy development, transportation policy, governance development, and familiarity with funding opportunities including the Bipartisan Infrastructure Bill. Key deliverables include regular progress reports, meeting agendas and summaries, periodic updates and communications, a strategic plan outline, draft strategic plan document, and final strategic plan document. Evaluation will be conducted on a 100-point scale using five equally weighted criteria: project understanding and approach (20 points), technical capabilities and solution functionality (20 points), quality and experience of proposed key project personnel (20 points), vendor past project-related experience and client references (20 points), and price (20 points). Electronic proposals must be submitted through the MTTA procurement software portal at https://tulsatransit.bonfirehub.com by May 13, 2026, at 4:30 PM Central Standard Time. The RFP timeline includes a deadline for questions on April 20, 2026, responses to questions by May 4, 2026, tentative contract award on May 26, 2026, and no pre-proposal conference will be held.
Proposals must include proof of insurance at minimal required levels, a notarized statement of bidder qualifications, customer references from at least five firms or government organizations, and DBE qualification information. Respondents must also provide federal certifications and representations including debarment certification, anti-collusion affidavit, lobbying certification, and civil rights compliance documentation, as the contract is subject to federal financial assistance agreements between MTTA, the Federal Transit Administration, and the State of Oklahoma. While no specific incumbent vendors or current contractors are identified in the procurement documents, the RFP notes that multiple contracts may be awarded and that shortlisted firms may be required to submit original proposals and participate in interviews at MTTA's sole discretion. The contract award is subject to approval by the MTTA Board of Trustees following the General Manager's review of committee recommendations. Payment terms are net 30 days after receipt of correct invoice or acceptance of goods, whichever is later. No budget range or award value is specified in the available documentation.
