3.0 SCOPE OF WORK – STRATEGIC PLANNING

A. Background.

1. MetroLink Tulsa (MTTA) is the regional transportation authority for Tulsa metropolitan area. Created in 1968, the Authority is governed by a 7-member board from citizens in the city of Tulsa

2. MTTA directly operates fixed route, para transit and micro transit services. Contacts for paratransit service, and micro transit services operated by others in the region (e.g., City of Broken Arrow).

3. MTTA with unique powers and authority. It does not, however, provide taxing authority and as a result local transit funding is provided to MTTA through annual service.

4. In 2019, MTTA implemented its first BRT line along the Peoria corridor. The second BRT is slated to start in 2028 which would be 4 years later than planned. This delay was due to the pandemic and the rising costs and lack of supplies. In 2023 MTTA implemented Micro Transit which now has a ridership 3 to 4 times higher than the deviated fixed route it replaced.

5. During the pandemic, MTTA continued to operate critical transit services, but at reduced levels.

B. Purpose and Expectations.

1. A comprehensive update of the strategic plan is desired by the MTTA. The result should be a five-year actionable Strategic Plan that will be the Authority's roadmap for success. The plan should clearly articulate the vision, strategic direction, and methods and objectives to achieve the MTTA plan. The MTTA Board and Executive Leadership expect the plan to guide the Authority and reflect MTTA unique strengths and opportunities as a regional transit authority.

2. MTTA is seeking an experienced and forward-thinking consultant/team to lead the Board, Executive Leadership and Stakeholders in the development of a five-year Strategic Plan -using the previous plan (Mobility Momentum) as a starting point. The consultant should have experience in Strategic Planning and organizational strategy development with agencies like MTTA. Experience is desired in transportation policy and governance development, policy and funding opportunities through the Bi-partisan Infrastructure Bill, and in working with local governments and elected officials, public sector agencies, stakeholders, the public, transit agency employees and transit customers. The consultant should understand transit and the role regional transportation authorities can play in transforming communities.

C. Approach, Goals and Objectives.

1. MTTA desires a plan that will reflect and take full advantage of the unique opportunities provided by the agency’s surrounding areas. The updated plan should guide MTTA in becoming a truly regional transportation authority while continuing to reflect MTTA’s role as a leader and innovator in the transit industry. The Plan should include a focus on transparency, mobility, transportation innovation, sustainability, resiliency, organizational development. It should reflect how MTTA can leverage our business intelligence and expertise to transform communities and provide safe, reliable, modern services and amenities and how to obtain and retain a qualified, well-trained and capable workforce for the future. The plan will also need to consider the agency’s future funding sources, and how to expand revenue and revenue sources.

Consideration is expected of regional collaborative partnerships in multimodal, sustainable, and equitable infrastructure development that includes improving mobility in underserved areas throughout the region.

2. Development of this updated strategic plan is a MTTA Board priority, and its development must include significant interaction with and input from the Board, the MTTA Executive Leadership Team, MTTA staff and regional stakeholders. The Consultant should describe how they intend to deliver to the MTTA a sustainable, equitable Strategic Plan within the desired timeline.

3. The consultant should describe how it will facilitate developing the updated plan and incorporate the results in a comprehensive strategic plan document. The Consultant shall describe how they will facilitate input and engage the MTTA Board , CEO and Executive Leadership, employees and customers, and external stakeholders. The consultant will describe the process of developing a plan from the input received and communicating about the process and plan development. Consultant will identify the staff that will be key to this effort (key staff) and will confirm key staff availability for the life of this project.

4. The Consultant is expected to assess the Authority's current vision, mission, goals, objectives, and performance metrics and lead the agency to update all the plan including the metrics, timeframes/milestones for action, and processes needed to implement and measure plan success.

(3) Opportunity to Cure (General Provision): The Recipient, in its sole discretion may, in the case of a termination for breach or default, allow the Contractor an appropriately short period of time in which to cure the defect. In such case, the notice of termination will state the time period in which cure is permitted and other appropriate conditions

If Contractor fails to remedy to (Recipient)'s satisfaction the breach or default of any of the terms, covenants, or conditions of this Contract within [ten (10) days] after receipt by Contractor of written notice from (Recipient) setting forth the nature of said breach or default, (Recipient) shall have the right to terminate the Contract without any further obligation to Contractor. Any such termination for default shall not in any way operate to preclude (Recipient) from also pursuing all available remedies against Contractor and its sureties for said breach or default.

(4) Waiver of Remedies for any breach in the event that (Recipient) elects to waive its remedies for any breach by Contractor of any covenant, term or condition of this Contract, such waiver by (Recipient) shall not limit (Recipient)'s remedies for any succeeding breach of that or of any other term, covenant, or condition of this Contract.
