About this opportunity

The Wisconsin Department of Transportation (WisDOT) is soliciting proposals for highway reconstruction of the Stoughton-Madison CTH B/AB to Tower Road improvement (project 5845-16-75) in Dane County, with proposals due December 8, 2026. Bidders must submit electronic proposals through Bid Express or paper bids under waiver, which carries a $75 administrative fee, along with bid bonds and annual bid bonds on file with WisDOT.

The scope covers excavation, select crushed material, base aggregate dense, concrete and HMA pavement, curb and gutter, storm sewer, culverts including terrestrial crossing culverts, traffic control, pavement marking, permanent signing, plantings, roundabout lighting, and incidental items. The project requires an Erosion Control Implementation Plan and compliance with the WPDES Transportation Construction General Permit for 35.53 acres of land disturbance. Archaeological surveys of non-commercial borrow sites, batch plants, waste sites, and staging areas will be conducted by WisDOT Cultural Resource Team archaeologists. Utility coordination involves Alliant Energy, ANR Pipeline, AT&T Wisconsin, ATC Management, Bluebird Fiber, Frontier Communications, Kegonsa Sanitary District, MCI, and Windstream KDL.

Contractors must begin work within ten calendar days of written notice and complete roundabout construction by July 1, 2027. Phase 1 closes USH 51 to through traffic with detour routing, and Phase 2 switches traffic control by July 2, 2027. Seasonal restrictions apply: fish spawning protections in Keenan's Creek from March 1 to June 15, federally protected bat tree-clearing limits from April 15 to October 31, and USH 51 holiday work restrictions during Memorial Day (May 28–June 1), Independence Day (July 2–6), and Labor Day (September 3–7) in 2027. The proposal requires a list of subcontractors, a debarment certification, and compliance with Wisconsin non-discrimination and equal opportunity statutes.
