About this opportunity

The Wisconsin Department of Transportation is soliciting bids for a highway improvement at the Pioneer Road intersection on Port Washington Road (CTH C) in Ozaukee County, with bids due December 8, 2026. Work is scheduled to start no earlier than July 6, 2027.

Scope covers removals, excavation, base course, concrete and HMA pavement, curb and gutter, landscaping, pavement marking, signing, traffic signals, and incidental items shown on the plans. The project proceeds in three stages. Stage 1A removes existing traffic signals, installs temporary signals, and adds temporary pavement widening on the west leg. Stage 1B removes and reconstructs the west and east median islands. Stage 2 removes the southwest and northwest curb returns, widens the south leg of CTH W, adds a right-turn lane on the north leg, and installs permanent traffic signals.

Special provisions govern traffic signal controllers and cabinets (SPV.0060.01), a vehicular video detection system using NoTraffic AI-TEDS technology that the signal work must integrate with (SPV.0060.02), and retroreflective backplates (SPV.0060.03 and SPV.0060.04). Work follows the Wisconsin Standard Specifications for Highway and Structure Construction (2025 Edition). The contractor must provide equal employment opportunity and comply with Wisconsin nondiscrimination statutes.

Bidders must submit a proposal guaranty and bid bond before the deadline designated in the Notice to Contractors. Electronic submission through Bid Express is preferred. Paper bids are permitted under waiver with a $75 administrative fee.

After execution, the contractor must provide a start date to the engineer within one month and at least 14 calendar days before the preconstruction conference. Work begins within ten calendar days of written notice to proceed. The Erosion Control Implementation Plan is due 14 days before the preconstruction meeting, and WPDES Transportation Construction General Permit coverage is required if land disturbance exceeds one acre. Work near IH-43 is prohibited from noon Friday, July 2, 2027, through 6:00 a.m. Tuesday, July 6, 2027 (Independence Day), and from noon Friday, September 3, 2027, through 6:00 a.m. Tuesday, September 7, 2027 (Labor Day).
