About this opportunity

The Wisconsin Department of Transportation (WisDOT) is soliciting proposals for reconstruction of USH 10 near Brillion-Reedsville in Marquette County, Wisconsin, with a due date of December 8, 2026. The work spans WisDOT projects 1500-68-71 and 1500-75-71 and includes asphaltic milling, cold in-place recycling (CIR) asphalt base, HMA pavement, base aggregate dense for shouldering and base, grading, guardrail, culvert pipe installation, concrete curb ramps, pavement marking, rumble strips, and incidental items.

CIR work is the most demanding technical element. It requires mix design and material sampling using a foamed asphalt stabilizing agent per AASHTO MP 38-18 and PP 94-18, with the agent applied at 2.00 percent subject to a 0.30 percent field adjustment tolerance. Quality control requires certified technicians, equipment calibration, and production lots of 4,000 lane feet tested for gradation, density, mill depth, moisture content, and foaming properties. Compaction must reach 96 percent of target density. CIR operations are limited to May 15 through September 15, when air temperatures exceed 50°F and nighttime temperatures exceed 35°F. Contractors must also meet OSHA HAZWOPER training requirements and dispose of petroleum-contaminated soil at DNR-approved facilities.

The project requires coordination with Wisconsin Public Service and other utilities for relocated or adjusted facilities. Environmental obligations include U.S. Army Corps of Engineers Section 404 Transportation Regional General Permit coverage, a WPDES Transportation Construction General Permit for disturbance of one acre or more, aquatic exotic species control, and archaeological site notification. Traffic control requires three calendar days' notice for shoulder closures and three business days' notice for lane and ramp closures. Work is restricted during holiday and special event periods, including Memorial Day, Independence Day, and Labor Day. The contractor must hold a pre-construction meeting with residents, local officials, and business people at least one week before work begins.

Payment is by unit price for measured quantities, including CIR asphalt base layer in square yards and asphalt stabilizing agent in tons. WisDOT pays separately for utility adjustments, yielding area repairs, shoulder shaping, and foundation preparation.
