About this opportunity
The City of Tampa in Hillsborough County, Florida is seeking a contractor to perform comprehensive Stormwater Pipe Closed-Circuit Television (CCTV) Inspection services through Bid No. 25-P-00350. The procurement targets a contractor capable of inspecting approximately 100,000 linear feet of stormwater pipes, culverts, and associated infrastructure within the city's jurisdiction. Bidders must possess PACP certification and demonstrate capability through detailed documentation including business licensing, equipment lists, and key personnel qualifications. The project requires high-resolution camera inspections, digital recording, motorized crawler equipment, and comprehensive reporting of infrastructure conditions, with deliverables including detailed digital video files, inspection logs, and defect documentation. The bid is scheduled to open on November 4, 2025, with an initial one-year award period and potential for three additional one-year renewals. Technical requirements mandate that inspection video and data quality must meet City of Tampa staff approval, and final reports are due within 14 calendar days of each inspection.
The procurement does not establish specific set-asides for Women and Minority Business Enterprises (U-WMBEs) or Small Local Business Enterprises (SLBEs), though a DMI-40 Letter of Intent form is available for potential subcontractor participation. The estimated contract value is approximately $500,000, with a minimum work order charge of $750.00 and a $20,000 contingency allowance. A 15% markup limit is specified for additional materials, and unit prices will remain firm throughout the contract term. The City of Tampa reserves the right to inspect bidders' businesses and equipment prior to award and will evaluate bids based on the lowest responsive, responsible bidder meeting all technical and administrative requirements. Contractors must also demonstrate criminal history screening practices and provide proof of qualifications. Payment will be based on actual work completed, with no additional compensation for mobilization or traffic maintenance.
