About this opportunity

Salt Lake Community College (SLCC), a Utah System of Higher Education (USHE) institution serving over 60,000 students across eight campuses in the Salt Lake Valley, is soliciting proposals for Stop Loss Insurance coverage through this Request for Proposal issued on May 5, 2026, with a deadline for submission on May 26, 2026. The procurement seeks a single contract award to the responsive and responsible vendor with the highest evaluation score, in accordance with the Utah Procurement Code. The stop loss insurance must provide unlimited lifetime reimbursement covering both medical and prescription drug benefits with specific deductible options of either $300,000 or $350,000 and aggregate stop loss coverage with a 125% corridor and maximum annual reimbursement of $5,000,000. Vendors must submit comprehensive cost proposals across four distinct coverage options with varying deductible and aggregating amounts, structured by coverage tier (Single, Two-Party, Family, and PEPM), and must confirm whether they are quoting a Paid or 36/12 contract type. Required qualifications include AM Best rating documentation, demonstration of annual stop loss premium volume, years in business verification, and commitment to specific operational requirements including member lasering conditions, renewal rate cap options, large claim notification procedures, and acceptance of ACH push payment in arrears within a 60-day grace period. Evaluation criteria include aggregate factors and expected claims experience, contract provisions and coverage flexibility, general administrative capabilities, and past performance references from at least three current customers, with finalists required to provide five customer references for discussion regarding implementation, problem resolution, and service quality. The initial contract term is one year with potential renewal for up to four additional one-year terms contingent upon SLCC's satisfaction with contractor performance; the College has provided comprehensive supporting documentation including employee census data for 1,301 employees, detailed monthly claims history from July 2020 through February 2026 broken down by plan type and enrollment tier, high claimant analysis identifying individual claims exceeding $100,000 with the highest single claim at $716,836.57, and plan documents detailing the three available medical plan options (BluePoint traditional, HSA Healthplan 3.0, and ICOB coverage).

The RFP does not identify any set-aside designations or specific restrictions targeting disadvantaged enterprises, women-owned businesses, or other protected classifications, nor does it identify any incumbent vendors or current contractors. Vendors must comply with Utah Procurement Code provisions regarding anti-boycott certifications and certifications that they are not engaged in economic boycotts or boycotts of the State of Israel, and all contractors must maintain commercial general liability insurance of no less than one million dollars per occurrence and three million dollars aggregate, carry workers' compensation insurance for all employees and subcontractors, and certify compliance with the Status Verification System (E-Verify) for new employees. The RFP does not specify a budget range or estimated award value in the available solicitation documents; however, the claims data and census information indicate the College supports approximately 400 to 1,400 members across multiple plan categories with total monthly claims ranging from approximately $50,000 to $900,000, which would provide vendors with the basis for determining appropriate premium pricing. Proposal submissions must include six separate files: a signed Letter of Transmittal, a Technical Proposal with executive summary and at least five customer references, a separately submitted Cost Proposal on the provided Excel template, sample contract documents in Microsoft Word format with tracked changes capability, financial responsibility documentation, and a redacted version if any information is claimed confidential. All proposals must be submitted in accordance with SLCC's standard Purchase Order Terms and Conditions, which establish a binding agreement governed by Utah state law with jurisdiction in the Third Judicial District Court for Salt Lake County, and SLCC retains the right to contact references and reserves all awards subject to successful contract negotiation.
