About this file

This is a Statement of Needs/Scope of Work and Specifications document for a Utah-based college's Request for Proposal to procure Stop Loss Insurance services. The RFP seeks a single responsive and responsible vendor to provide stop loss insurance coverage at specified levels, with the contract having an initial term of one year and the potential for renewal for up to four additional one-year terms, contingent upon the College's satisfaction with services performed and overall contractor performance.

Vendors must submit detailed company information including headquarters location, years in business, AM Best rating, annual stop loss premium volume, and designated contacts for contract negotiation and ongoing service. The proposal must address specific operational requirements including conditions for member lasering, renewal rate cap options, large claim notification thresholds and timing, claim reimbursement information requirements, advanced funding arrangements, and handling of prescription drug rebates. Vendors must also confirm their willingness to accept payment via ACH push in arrears within a 60-day grace period, provide all contracts and documents in MS Word format with tracked changes capability, and deliver ongoing underwriting assistance and performance guarantees. The cost proposal must be submitted on an attached Excel spreadsheet. Evaluation will be based on aggregate factors and expected claims experience, contract provisions and coverage flexibility, general administrative capabilities, and past performance with references from at least three current customers. Finalists must be prepared to provide five customer references for discussion regarding implementation, problem resolution, and service relationship quality.
