About this opportunity
The State of Rhode Island, specifically through the Division of Purchases, is issuing a Request for Quotation (RFQM23002364) for Stenographic Services applicable to Providence County. The procurement seeks skilled stenographers to provide dictation and verbatim transcriptions of legal proceedings, meetings, and other events on an as-needed basis. Vendors must demonstrate proficiency in shorthand, quick typing, and the ability to prepare detailed transcripts within specified timeframes. All transcripts are required to be delivered within two weeks of hearings, with expedited rates available for faster turnaround times. The initial contract period will run from April 1, 2023, to March 31, 2026, with options for two additional 12-month renewals contingent upon vendor performance and funding availability. The solicitation opened on February 14, 2023, with responses due by March 13, 2023, at 2:00 PM EDT, and includes a vendor Q&A period from February 14 to March 2, 2023. Evaluation will be based on comprehensive pricing structures covering 61 distinct line items, including appearance fees, transcript preparation, exhibit handling, video services, and real-time streaming.
The state will make multiple awards in the best interest of Rhode Island, with no specific set-aside designations mentioned. Vendors must register in the Ocean State Procures system and submit an MBE Participation Acknowledgment Form. Insurance requirements are stringent, including $1,000,000 liability coverage per occurrence, workers compensation, and automobile liability. A 1% contract administrative fee will be assessed on all purchase orders issued under the Master Price Agreement, which will have statewide applicability and may be utilized by political subdivisions including municipalities, higher education institutions, schools, and quasi-public agencies. While no specific incumbent vendors are listed, the solicitation indicates that the contract is open to all qualified vendors who can meet the detailed technical and service requirements. Though a specific total contract value is not provided, the comprehensive pricing structure and potential for multiple awards suggest a significant procurement opportunity for qualified stenographic service providers.
