About this opportunity
The Missouri Department of Transportation (MoDOT), acting on behalf of the Missouri Highways and Transportation Commission (MHTC), is soliciting competitive bids through an Invitation for Bid (IFB) for the removal and installation of steel radio towers at two distinct locations in Missouri. The procurement encompasses two line items: Line 1 involves the removal and installation of a 305-foot self-supporting steel radio tower replacement project in Hughesville, Pettis County, and Line 2 involves the removal and installation of a 170-foot self-supporting steel radio tower replacement project in Jefferson City, Cole County. The scope of work for each project includes removal of existing tower infrastructure, installation of new self-supporting steel towers, integration of communication systems including antennas and feed lines, installation of complete grounding systems compliant with Motorola R56 standards, fencing (at Hughesville only), equipment relocation, coaxial cable installation, and site preparation with gravel surfacing. All deliverables must comply with TIA-222 Revision H structural standards, OSHA safety requirements, Missouri Standard Specifications for Highway Construction, and prevailing wage requirements under Chapter 290 RSMo; contractors must provide professional engineer-sealed structural and foundation plans, detailed site grounding plans, photographic documentation, and comprehensive testing results prior to project completion. Qualified bidders must possess the ability to design and construct telecommunications infrastructure, maintain specified insurance coverage with general liability of not less than $600,000 per person and $4,000,000 aggregate, provide proof of E-Verify enrollment, and submit a Bid Bond equal to five percent of the bid amount. The bid due date is December 29, 2025 at 10:00 AM Central Time, with electronic submission through MissouriBUYS preferred, though mail or courier delivery is permitted with five business days' advance written notice to the buyer; bids must be accompanied by the required Bid Bond and Anti-Collusion Affidavit, and all project work must be completed by May 31, 2027, with liquidated damages assessed at $500 per day per item for delivery delays.
The solicitation encourages participation from Minority-Owned and Women-Owned Business Enterprises (M/WBE) and applies Service-Disabled Veteran (SDV) preferences where applicable, though no specific set-aside percentages or restrictions limiting bidder eligibility are indicated in the procurement documents. The contract will be awarded to the lowest responsive and responsible bidder meeting all mandatory specifications and requirements; successful bidders will be required to furnish a performance and payment bond equal to one hundred percent of the contract price. Pricing shall be submitted on a per-line basis for each tower project with unit prices and line amounts, with all costs including equipment, labor, materials, permits, licenses, and freight on an FOB destination basis and payment terms of Net 45 days. The prevailing wage requirements for both Pettis County and Cole County establish mandatory hourly rates for construction workers, with building construction rates in Cole County ranging from $32.28 to $85.05 per hour and heavy construction rates ranging from $32.28 to $82.94 per hour, while Pettis County rates range from $27.82 to $80.97 per hour depending on occupational classification. No incumbent vendors, current contractor information, or specific budgetary constraints are disclosed in the available procurement documents; MoDOT will provide site and tower drawings for Hughesville and will retain responsibility for equipment relocation and removal of existing structures that may impede construction at both locations.
