About this file

This is an Addendum document issued by the Missouri Department of Transportation (MoDOT) providing supplier questions and official responses regarding radio tower installation at existing locations. The project involves the installation of new radio towers on the same sites as existing installations, with MoDOT clarifying that no Phase 1 environmental ESA, FAA filing, NEPA/SHPO due diligence, or site surveys with 2C/1A certification are required for the new installations. The proposed fenced compound for the new towers is estimated at approximately 25 feet by 60 feet. The RFP proposal due date remains firm at December 24, 2025 at 10:00 AM CST, with MoDOT declining a requested extension despite suppliers' concerns regarding design work and holiday scheduling coordination challenges.

The addendum clarifies technical specifications requiring tower design to comply with TIA-222 Revision H, based on Missouri's adoption of this standard rather than the originally specified Revision G. This response addresses critical design parameters that suppliers must incorporate into their proposals to ensure accurate cost estimation and avoid potential change orders. No information regarding pricing terms, set-asides, incumbents, funding sources, or contract renewal options is provided in this addendum.

Addendum 03 Supplier Questions and MoDOT Responses:

Question 1: Should we plan on providing the normal due diligence as far as NEPA/SHPO is concerned for the new towers even though they are being installed on the same location?

Response 1: No need to due since it is basically the same location.

Question 2: Will a Phase 1 environmental ESA be required for the new towers?

Response 2: No, Phase 1 environmental ESA will not be needed.

Question 3: Will FAA filing and/or ASR notifications be required for the new towers?

Response 3: No, FAA filing will be needed.

Question 4: Will a site survey with a 2C/1A be required for the new towers?

Response 4: No, a site survey will not be needed for the new towers.

Question 5: Can you please provide proposed size of new fenced compound?

Response 5: We estimate that the compound will be close to 25’ x 60’.

Question 6: Our tower manufacturer needs confirmation on whether MODOT wants the tower design based off TIA-222 Rev. G or Rev. H. The RFP specifies G, however, the State of Missouri has adopted Rev. H.

Response 6: TIA-222 Rev. H, since the State of Missouri has adopted this revision.

Question 7: Can we get an extension for the RFP due date? With no CDs provided, we’re doing a fair amount of design work on our end, and there are still a few unknowns we’re trying to get clarified so we can put together accurate numbers. Between that and the Christmas/New Year timeframe (with a lot of people out), it’s taking a bit longer to coordinate everything properly. We just want to make sure we’re submitting a solid, well-thought-out proposal and avoid making assumptions that could turn into change orders later.

Response 7: Proposal due date will not be changed and will remain due on December 24, 2025 at 10:00am CST.
