About this file

This is an Addendum 02 document containing supplier questions and Missouri Department of Transportation (MoDOT) responses regarding radio tower construction projects at two locations: Jefferson City and Hughesville. The addendum clarifies scope requirements and contractor responsibilities for constructing new towers and shelters at both sites. Key clarifications include surfacing requirements (gravel acceptable), tower placement specifications, equipment relocation responsibilities, and fencing requirements that differ between locations. At Jefferson City, the site will remain unfenced, while at Hughesville, new fencing is required to encompass both the tower and shelter. MoDOT will relocate existing equipment and cabinets prior to construction, and contractors are responsible for coaxial cable installation into shelters and complete grounding system upgrades to Motorola R56 standards.

The addendum addresses critical technical and logistical questions that directly impact project scope and cost. At Jefferson City, the contractor must upgrade the existing shelter's grounding system with a grounding plate and external grounding ring to establish common ground for the compound. At Hughesville, MoDOT clarified that new coaxial cable is required rather than reusing existing cable, and interior shelter details will be provided to support accurate bidding. MoDOT confirmed responsibility for relocating radio equipment from buildings to shelters and moving all existing structures and equipment that may impede construction. The Jefferson City site, built in 1967, likely contains lead-based paint requiring appropriate handling protocols. Flexibility exists for tower placement at Hughesville on the south side of the original compound toward the gravel lot, provided both sides of the driveway remain accessible.

Addendum 02 Supplier Questions and MoDOT Responses:

Jefferson City Question 1: The existing tower area is paved with asphalt and concrete. Should the new tower area be constructed with similar paving, or is a gravel surface acceptable?

Response 1: Gravel surface is acceptable.

Question 2: If the coaxial cabling is to be rerouted from the existing building to the new shelter, please confirm who is responsible for relocating the associated radio equipment from the building to the shelter.

Response 2: The contractor needs to get the coax into the shelter. MoDOT will take care of relocating the radio equipment.

Question 3: Please confirm whether the proposed tower location shown below is acceptable.

Response 3: The new tower will be located to the left of the shelter as you face the front of it. The storage container to the left of the shelter will be moved.

Question 4: The site is currently unfenced. Please confirm whether the new tower and shelter are required to be enclosed within a fenced compound.

Response 4: This location will not be fenced in.

Question 5: Please confirm whether MoDOT will relocate existing cabinets, poles, storage containers, and miscellaneous equipment prior to the start of construction.

Response 5: MoDOT will move everything that could possible be in the way for the construction.

Question 6: The existing shelter appears to have minimal or no grounding system in place. Please confirm whether it is our responsibility to upgrade the entire shelter grounding system to meet Motorola R56 standards.

Response 6: It is up to the contractor to ground the entire shelter grounding.

Question 7: Please advise whether there is any known lead-based paint on the existing tower structure.

Response 7: We don’t know, but there probably is. It was built in 1967.

Hughesville Question 8: Please confirm whether new fencing is required to fully encompass both the tower and the shelter, or if extending the existing fencing to include the new tower location is acceptable.

Response 8: New fencing is required around the shelter and new tower structure.

Question 9: The RFP states that MoDOT would like to retain the usable coax currently installed on the tower. Please confirm whether this is a mandatory requirement or a preference. Safely removing and reusing existing coax will require additional labor and carries a higher risk of damage compared to installing new cable, which may impact cost.

Response 9: MoDOT will not need to keep our existing coax. We will want all new on the tower.

Question 10: We were unable to access the interior of the shelter during the site visit. If upgrading the shelter grounding to Motorola R56 standards is required, please provide interior photos of the shelter to support accurate pricing and scope development.

Response 10: Inside the shelter, we will expect a grounding plate to be installed and the grounding ring around the outside of the shelter will be attached to that plate. That way we have a common ground for the entire compound inside the fence.

Question 11: Please advise on the allowable flexibility for the new tower location. Variations in tower placement may impact construction methodology, schedule, and overall project timeline.

Response 11: The new tower will be located on the south side of the original compound towards that large gravel lot behind the tower. Need to keep the driveway on both sides open.
