About this opportunity
The State of Texas Department of Public Safety (DPS) is soliciting proposals for a statewide tower replacement project. DPS is seeking a turnkey solution to design, construct, maintain, improve, decommission, or expand its radio communications infrastructure. The contractor will be responsible for providing services such as new tower construction, existing tower decommissioning, shelter and pad installation, antenna and feedline installation, generator installation, grounding, fencing, and other related work. Key requirements include a 350-foot self-supporting tower, Generac 48kW generator, 1,000-gallon propane tank, and security fencing. The contractor must be certified in tower climbing and construction per ANSI and OSHA standards and provide a 13-month warranty on all work. Responses are due by 5:00 PM Central Time on September 23, 2024, and a mandatory pre-bid site visit will be held on September 9-10, 2024. The contract term is 5 years from the effective date.
The solicitation includes Historically Underutilized Business (HUB) participation requirements, with a 21.1% HUB goal for all building construction. Respondents must complete a HUB Subcontracting Plan and demonstrate good faith efforts to utilize HUB vendors. The contract does not guarantee any minimum compensation or exclusivity for the contractor, and DPS reserves the right to contract with other providers for similar services. While the total contract value is not specified, the pricing schedule includes various line items for tower, shelter, and site services, with vendors required to provide their cost plus a percentage markup.
