About this opportunity
The Florida Department of Financial Services, Division of Criminal Investigations, is issuing Request for Proposal (RFP) 2425-11 to procure vehicle equipment installation services for statewide response team vehicles through a competitive sealed solicitation process. The project scope involves the complete build-out and refurbishment of two (2) new Ford F-550 4x4 Super Cab Chassis with non-walk-in investigations support units, including all labor and materials necessary for full installation within 120 days of vehicle receipt. The deliverables must include refurbished support units equipped to Department specifications, updated investigation platforms with modern technology integration, adequate capacity for emergency deployments, mobile command center functionality, and towing capability for emergency response trailers, all meeting federal and state fire service and emergency response operation certifications. Qualified respondents must demonstrate capability to perform services within the contiguous United States and within 500 miles of Ocala, Florida; possess the ability to remove and install non-walk-in investigations support units on new F-550 chassis either in-house or through subcontractors; and have qualified, certified technicians pre-approved by the SLERS security manager to service SLERS equipment. The evaluation will be conducted on a total of 280 points, comprising 180 points for technical response and 100 points for price, with the lowest cost proposal receiving the maximum 100 price points and remaining respondents receiving a proportional percentage. Critical dates include a mandatory pre-response conference on May 19, 2026, at 2:00 PM to 3:00 PM at the Florida State Fire College in Ocala, Florida (attendance required and documented); a written questions deadline of May 26, 2026, at 5:00 PM with answers anticipated by June 9, 2026; and a proposal submission deadline of June 23, 2026, at 2:00 PM, with public opening at 2:15 PM the same date. The anticipated Notice of Intent to Award is July 21, 2026, with an anticipated contract start date of August 10, 2026, and a contract term of one (1) year from the effective date with no renewal options.
Respondents must satisfy mandatory responsiveness requirements including submission of a completed Price Response (Attachment 3) with detailed unit costs for all 83 line items, a Mandatory Criteria Certification Form (Attachment 6) with "Yes" answers to all certification questions, and documented attendance at the pre-response conference, with failure to attend resulting in non-responsive status and ineligibility for award. Award preferences are available only when two or more respondents achieve identical highest evaluation scores, and eligible categories include certified veteran business enterprise status under Florida Statute 295.187; implementation of a drug-free workplace program per Florida Statute 287.087; and foreign manufacturing company status with a Florida factory employing over 200 employees under Florida Statute 287.092. Respondents must comply with numerous Florida statutory requirements regarding convicted vendor lists, discriminatory vendor lists, antitrust violations, Israel boycott prohibitions, and restrictions on operations in Sudan, Iran, Cuba, and Syria; if the contract value exceeds $1 million, vendors must certify non-involvement with these sectors. No specific funding amount is identified in the RFP; pricing will be determined by each respondent's proposal based on the 83 itemized line items for complete refurbishment of one vehicle, with Table B requiring submission of an hourly rate for additional services beyond the vehicle refurbishment scope, though this rate will not be evaluated or awarded points. Responses must include one unredacted printed version of the complete response, three printed unredacted copies of the Technical Response volume, and one scanned copy on a flash drive, submitted in sealed packages via physical mail to the Department of Financial Services Office of Purchasing and Contractual Services in Tallahassee, Florida, with electronic submissions not accepted. All inquiries regarding the solicitation must be directed in writing to Becky Hale, Deputy Purchasing Director and Procurement Officer, with the solicitation number included in the subject line.
