The scope requires purchase and installation of 83 specified line items per vehicle, including structural components, exterior features, lighting systems, electrical systems, diesel generator, LED light tower, electric winch, and emergency warning systems. The vehicles will serve as refurbished, non-walk-in investigations support units for the Statewide Response Team and must be equipped with modern technology integration meeting national safety and emergency response standards for fire, explosion, hurricane deployments, and large-scale events.
Responses are evaluated on 280 total available points: 180 for technical response and 100 for price response, with the lowest-cost proposer receiving maximum price points. The Department reserves the right to make no award and will select the responsive and responsible respondent whose response is deemed most advantageous.
The contract term is one year from the effective date with no renewal option. The contractor must complete full installation within 120 days from receipt of vehicles and provide warranties for products and craftsmanship. Anticipated contract start is August 10, 2026. Written questions are due June 26, 2026 at 5:00 p.m., with responses posted by July 2. Responses are due July 15, 2026 at 3:00 p.m. in sealed packages to the DFS Office of Purchasing and Contractual Services in Tallahassee, with public opening at 3:15 p.m. the same day. A Notice of Intent to Award is anticipated for July 21, 2026. The contractor must provide E-Verify compliance for employment eligibility verification and exit transition services at no cost to the Department if the contract is terminated.
