About this file

This addendum document provides clarifications and modifications to the Request for Proposal (RFP) issued by the Florida Department of Financial Services, Division of Criminal Investigations, for the build-out and equipment installation of two Ford F-550 4x4 Super Cab Chassis vehicles. The solicitation requires the purchase and installation of 83 specified line items per vehicle, including structural components, exterior features, lighting systems, electrical systems, a diesel generator, LED light tower, electric winch, and emergency warning systems. A mandatory pre-response conference was held on June 24, 2026, with an attendee list to be made available. Written questions were due June 26, 2026 at 5:00 p.m., and responses are due July 15, 2026 at 3:00 p.m. in sealed packages to the DFS Office of Purchasing and Contractual Services in Tallahassee, with public opening at 3:15 p.m. the same day. The contract term is one year from the effective date with no renewal option, and the contractor must complete full installation within 120 days from receipt of vehicles.

Addendum No. 2 addresses nine specific questions submitted by potential respondents and provides corresponding departmental responses. Key clarifications include confirmation that contractors may subcontract the removal and reinstallation of existing storage units requiring refurbishment but cannot subcontract vehicle inspection, mechanical service, preventative maintenance, or fleet readiness services. The addendum specifies that existing integral components of the module bodies shall be refurbished, repaired, or replaced as necessary to ensure proper operation, while all additional equipment not part of the refurbished module body shall be furnished as new. Modifications to the RFP specifications address stone guard materials, drain installation standards, terminology corrections for rear wheel fenderettes, awning installation locations on both driver and passenger sides, and compartment vent maintenance and installation standards. All substitute components must be approved by the Department's Contract Manager with supporting manufacturer documentation, and any component that does not meet specifications may result in departmental refusal of acceptance or unilateral contract termination at no cost to the Department.
